Spanish subjugation of the Philippines
involved forced conversion to
Catholicism in a chain of Muslim
sultanates that once ran all the way up
from the Straits of Malacca to modern
Manila.
During the Spanish–Moro conflict, Spain
repeatedly tried to conquer the Moro
Sultanate of Sulu, Sultanate of
Maguindanao, and the
Confederation of sultanates in Lanao.

a central part of its

into crowds celebrating
France's National Day in
Nice, killing 84 people
and injuring many more.
The attack is believed to
have been inspired by
ISIS.

A gunman, Man Haron
Monis, takes 17 hostages in
a cafe in Sydney.

The attack, believed to have


been inspired by ISIS,
resulted to the killing of
two hostages and the

Philippine Marines was ambushed
by the Abu Sayyaf in Basilan.
After the firefight, at least 10 of

RATIONALE OF THE
SEMINAR
• There is a need to raise the level of awareness of the community on the
serious threat of terrorism, which could strike anytime and anywhere.
• With the current police to population ration of 1:572*, the PNP alone will
find it difficult to deal with the evasive nature of the emerging terror threats
on top of the usual criminal acts and peace and order problems the PNP
must attend to.
• The vigilance and cooperation of the community, as the lessons from the
recent Bohol incident would show, would lead to a community that is
secured from terrorists and their evil acts.

Identify what is extraordinary


in the environment, as well as
what is ordinary:
 Who our neighbours are
 What cars are normally in our neighbourhood
 Who regularly makes deliveries at work
 Who the regular maintenance and cleaning
people are at work
 What is appropriate in our work area so we
can identify what isn’t

STEP 1: FAMILIARIZATION WITH ENVIRONMENT

Pay attention to:


• Issues that have been in the media
• Local/ national/ international news
that may increase the risk for
certain groups or facilities
• Government-released “threat
notices” indicating a threat against a
type of facility
• Threat advisory systems which help
determine how alert you should be.

STEP 1: FAMILIARIZATION WITH ENVIRONMENT

Be wary of people doing


surveillance:
Acts such as monitoring or recording a security
apparatus should raise a red flag. If you notice
someone who is not involved with a building but
is using the camera on their phone, a camera, or
binoculars, be alert. If you see that someone has
been drawing diagrams, blueprints or annotating
maps, be suspicious.

STEP 2:STAYING ALERT

Pay attention to purchases,


rentals or thefts of explosives,
weapons, ammunition, toxic
chemicals, etc.
If you notice someone you know, or someone who
comes into a store you frequent, is purchasing (or
stealing) explosives, weapons, ammunition, or
bomb-making materials, you may be witnessing a
potential terrorist.

STEP 2:STAYING ALERT

Keep an eye out for strangers who


are acting furtively and
suspiciously.
In an ordinary situation, someone who is sweating,
looking around anxiously, or otherwise acting
panicked may have violent intent. This may
include people avoiding eye contact and departing
quickly when seen or approached. Be suspicious
of anyone who seems out of place, is wearing a
uniform that does not or who doesn't seem to
know anyone in a social space.

Recognize impersonators
Aside from people who seem out of place,
look out for people soliciting donations for
charities you don't recognize, workers in
incomplete
uniforms or uniforms that don't fit, or anyone
presenting false or
incomplete documents such as:
Driver’s license, Passport, Membership cards,
Birth Certificate;

STEP 2:STAYING ALERT
Recognize the attire and posture of a
potential bomber
A – Alone and nervous. Report someone who is alone and
seems nervous, sweating, eyes darting around, muttering.
L – Loose and bulky clothing not compatible with weather
conditions. If you see someone strangely overdressed, or
who looks like they have something hidden under their
clothes, report them.
E – Exposed wires. Wires sticking out of clothing could
indicate a bomb.
R – Rigid mid-section. Wearing an explosives belt or harness
makes some terrorists sit very upright.
T – Tightened hands. Someone with tightened hands may be
holding a detonation device in place. Report someone in this
posture immediately

or burns
People missing fingers, or who
smell like chemicals, may be
experimenting with explosives.
Notice if someone is making
frequent trips to remote places
and returning with chemical burns
or chemical odor.

Pay attention to:


• A vehicle with hazardous material parked or
driving in an inappropriate area
• Unusual deliveries of chemicals or fertilizer
• Unattended bags or boxes in a public access
place
• Fire extinguishers that may have been moved
or tampered with
• Unusual or unexpected mail or package
deliveries

• Instills fear and terror
• Propagates extremism and
radicalization
