INITIAL CLOTHING ALLOVV/JNCE (fCAf '
AND REPLACEMENT CLOTHING AIJLOWANCE (RCA)

•1. REFERENCE:

,l „ 2. COVERAGE:.

This Fiscal Directive is issued to implement the increase in the Initial

• Clothing Allowance (ICA) of the new recruits of the PNP and Replacement
Clothing Allowance (RCA) of all PNP Uniformed Personnel. New recruits include
a!f those who joined the PUP for the first time, whether as PCO or PNCO.

. *:• 3.- ENTITLEMENT:

.Each PNP recruit is entitled to Initial Clothing.Allowance upon entry in, the
service and Replacement Clothing Allowance every after three years of
continuous service thereafter • reckoned .from the year .he/she entered the
uniformed setvice. Rates for ICA and RCA will be adjusted as follows:

4. PROCEDURE OF PAYMENT
a.Heads o* Offices/Units shall submit to DPRM lists, of recruits and PNP
. - uniformed..personnel'errtfUed to this alfoWanyO with the comesponding approved
appointment of each uniformed per^onnel; ^"-_." ""•••.

b.Payment of RCA shall be on the basis of appropriate order issued by the

Directorate for Personnel and Records Management (DPRM);

c. DPRM ^hiali prooes^ and endorse to DC the. validated lists submitted by

PROs and NSus for the release of funds, through NFA, chargeaole against PNP
App^^priations;

d". Payment of 1GA and RCA shall be made through payroll

system/Disbursement vouchers; and
e. Funds to support the payment of such allowance shall be subject to-i^f;
