    Federalism
    • A form of govt in which the sovereign
    authority of political power is divided between
    the various units – Centre, state, Panchayats,
    municipalities
    • Federal – contractual
    Federation
    • Formed on the basis of a contract.
    • Sovereign units form a federation on the basis
    of mutual and voluntary agreement.
    • James Bryce – A federal state is a political
    contrivance intended to reconcile national
    unity & power with the maintenance rights.
    In India
    • Art 1 – India is union of states
    • Ambedkar – federation not a result of
    agreement
    • The federation in India is the result of the
    devolution of power , not the result of an
    agreement .
    • States do not have a right to secede from
    India.
