child’s individual
needs.
According t o IDEA* Sec. 2 0 0 . 3 9 , “special
education means specially designed
instruction, a t no cost t o the parents, to meet
the unique needs of a child w i t h a disability,
including—
instruction conducted in the classroom, in the
home, in hospitals and institutions, and in
other settings; and instruction in physical
education.”
