Bakhthiarpur dist., patna
[BIHAR].
 His father was a freedom
fighter who was very close
to the great Gandhian bihar
bibhuti Anugrah narayana
singh,one of the founders of
modern bihar.
AS AN ADULT…..
 Engineering graduate from Bihar college of
engineering.
 Engineer; politician ,agriculturist, social
worker
 Married in 1973 to late Smt Manjukumari
Sinha who was a teacher & they have one son,
Nishant Kumar, who is an engg student.
 Leads his party, JANATA DAL [ UNITED]
parliamentary party in the lok sabha.
EARLY POLITICAL CAREER
 1974-77: Participated in Jayaprakash
Narayanan’s movement.
 1985:first elected to the Bihar legislative
assembly.
 1989:Secretary General OF JANATA DAL in
bihar,elected to 9th lok sabha,represented Barh
parliamentary constituency in the lok sabha
 1990: union minister of state,Agriculture &
cooperation.
 1991: reelected to 10th lok sabha,gnrl secretary of
Janata dal, Deputy leader of JD in the parliament.
 1998-99: union cabinet minister for railways &
surface transport & then minister for agriculture.
 2000: chief minister, resigned in 7 days ; rejoined as
union minister for agriculture.
 2001-04: union cabinet minister for railways in the
NDA Govt. for Vajpayee Nov’05: led the national
democratic alliance to a victory in the bihar assembly
elections bringing an end to the 15 yr rule of LP
Yadav- led rashtriya janata dal in the state.
 NOV 11th : 31st CM of bihar

WHY NITISH….?
 He made an attempt to pull Bihar from its current morass
caused by the15 yrs of mismanagement by the RJD Govt.
 It was a beginning of a new chapter in the history of bihar.
 ET has chosen him amidst stiff competition from Sheila
Dikshit ,Orissa CM Navin Patnaik & West B Finance
Minister Asim Das.
 He has shown tremendous initiative in bootstrapping his way
back with aggressive economic, educational, health & tourism
policies.
 The Kosi river changing its course highlights the
state of affairs in Bihar, once rated as the best in
administration.
 AS THE CHIEF MINISTER HE HAS GAINED POPULARITY BY
BUILDING LONG-DELAYED BRIDGES RELAYING ROADS THAT
HAD CEASED TO EXIST ,APPOINTING OVER 100000 SCHOOL
TEACHERS ,ENSURING THAT DOCTORS WORKED IN PRIMARY
HEALTH CENTERS AND KEEPING CRIME IN CHECK.

1. Stress on agro- based industries; Keeping land acquisition to a minimum.
 MR.KUMAR SPENT A RECORD 10 HOURS AT THE FARMERS
CONCLAVE . OVER 2000 FARMERS WERE INVITED AND
REQUESTED TO PLACE THEIR SUGGESTIONS
 MR.KUMAR PROMISED TO MEET HIS COMMITMENT OF
DOUBLING THE STATES’S AGRICULTURE PRODUCTION
OVER THE NEXT FOUR YEARS THROUGH AN INTEGRATED
APPROACH
2. He doesn’t want SEZ in the state &his Govt has identified agro
processing, handloom& textiles, handicrafts, pharma & leather as areas
of comparative advantage.
3. Employment guarantee programme for agricultural labourers which
promises 80 days of work in addition to 100 days mandated by the
NREGP[ National Rural Employment Guarantee Programme]
GOING TO INTRODUCE VIDYALAYA SHIKSHA SAMITIS IN EVERY
PANCHAYAT
 4. A new poverty measurement method so that
families living BPL would be identified & have
schemes for them.
 5. 3 yr road development programme in Bihar.

 6. He has also identified promotion of investment
opportunities as equally imp. he has kick started a
series of legislative & administrative reforms.
 7. A new industrial policy in ‘06 [ Bihar Infrastructure
Development Enabling Act] a new policy for the
sugar processing sector.
 8. Plans to put up new thermal &hydel power plant.
 9. The new industrial policy makes land available at
concessional rates & promises reimbursement of 80%
of VAT deposited.
-Govt. receive proposals from number of big sugar mills.
-industrial complex with sugar mills, ethanol &power
generation plants has been cleared.

11.ORGANISED THE POLICY OF ‘KISAN PANCHAYAT’ -
IT PROPOSES TO BRING AGRICULTURE , DAIRY AND
FISHERY UNDER ONE UMBRELLA AND SPEND
RS.5000 CRORE FOR THEIR DEVELOPMENT OVER THE
NEXT FOUR YEARS

OF THE STATE AND SIMULTANEOUSLY
LAUNCHED A HOST OF SOCIAL SECTOR
PROGRAMMES THAT TOUCHED THE EVERY DAY
LIVES OF PEOPLE . HE HAS RAISED MILLIONS
OF HOPE NOT ONLY IN BIHAR BUT EVERY
CORNER OF INDIA. HE DESERVES THE BEST
BUSINESS REFORMER AWARD
