Introduction to E-commerce

• E-Commerce trade or digital trade genuinely refers to sporting out enterprise

local e-Commerce players, thereby enhancing their share in local and global trade.

• For this purpose the Federal Government under the chairmanship of PM Imran Khan
on Tuesday 1October 2019 approved Pakistan’s first Ecommerce policy.
Vision Statement of E-Commerce Policy
 This policy is predicated on the vision to make an enabling environment for
holistic growth of e-Commerce across all sectors of the country, while protecting
the interests of consumers and sellers with special specialize in development and
promotion of SME’s and for creating Pakistan a big player of the regional and
global digital economy.
Goals for the e-commerce policy
 The main purpose of this policy framework is to recommend and implement policy
measures to promote the full growth of e-Commerce in Pakistan.
 This policy framework seeks to enhance this good practice and pave the way for
the development of e-Commerce in Pakistan by creating an enabling environment
for the growth of existing Commerce businesses, allowing and encouraging new
entrants, facilitating local trade and borders.
 Following the above, the objectives of this policy framework are as follows:
1. To augment e-Commerce industry’s growth and to make it one of the key drivers
of Pakistan’s the economy.
2. Providing a single interface to Commerce businesses through a single window
and the National E-Commerce Council for review and implementation of the
Policy.

3. Simplify the rules and framework for the regulation of E-Commerce businesses
in Pakistan both internally and to maintain a border to keep the e-Business
potential evolving.
4. Contribute to achieving high export growth with enhanced services from e-
commerce platforms.
5. Promoting e small businesses and creating job opportunities through digital
connectivity to empower young people, especially in remote areas through
awareness, training and funding.
6. Provide efficient e-Payment infrastructure that allows for smooth and fast trading
across domestic borders by issuing laws, regulations and guidelines.
7. Creating an enabling environment for e-businesses to thrive and thrive in the
face of challenges and gaps especially in the legal, tax and digital infrastructure
8. Creating such an e-Commerce ecosystem, which responds to consumer interests, involves
dispute resolution.
9. Ensuring transparency and accountability in the digital industry.
Need for E-Commerce policy
• As the role of e-Commerce grows in all sectors, many developing and less developed
countries have taken steps to control it to curb digital economic growth to the benefit of
their people.
• As major global companies enter the Pakistani market, a policy framework can help to
enter into such other businesses, especially local businesses, in creating a competitive
environment that will boost local industries and benefit consumers.
• To control e-Commerce growth, comprehensive approaches are needed to address issues in
a variety of domains, including eliminating inequalities, ensuring equity for all e-
Commerce market participants, transparency in the economic activities of e-Commerce
industries and harmonizing tax systems.

Implementation and Communication of E-
Commerce Policy
The national e-commerce council will meet at least twice a year and will create
committees and groups to oversee the policy implementation. These committees will
• oversee proper implementation of the policy

• will coordinate to resolve any matters among the province or between provinces and the
Federation

• To provide strategic direction on polices and initiatives
• To monitor e commerce collaboration initiatives
• To drive and foster coordination in the implementation of programs
• To create awareness on the importance of e commerce towards digital economy’s
growth
• To report progress and provide recommendations, relating to e commerce
development to the cabinet.
Current status of E-Commerce policy
 As per the current situation of Corona Virus Lockdown, digital payment system was followed,
due to which country’s E-Commerce market witnessed a 78.9% and 33.% growth in volume and
value.

 SBP’s latest data showed that E-Commerce revenue increased by Rs. 2.3 billion to Rs. 9.4 billion
in FY 2020.

 E-Commerce transactions by debit, credit and prepaid cards in FY2020 increased by around 88pc
and 18pc in volume and trade as compared to last year.

 Records showed that transactions were highest during 2nd quarter of FY 2020 due to lockdown

 The number of e-commerce merchants registered with banks has also increased by more than
30pc, totaling 1707 as of June
