(INTERNATIONAL)
• MALAYSIA FLIGHT MH370 - On 8 March 2014, an aircraft flying
route Boeing 777-200ER, went missing less than an hour after
takeoff. Operated by Malaysia Airlines (MAS), the aircraft carried 12
Malaysian crew members and 227 passengers from 14 nations.

• CRIMEAN CRISIS - The crisis unfolded in late February 2014 in the


aftermath of the Ukrainian Revolution which resulted in President
Viktor Yanukovich's impeachment by the Ukrainian parliament after
his flight from the capital, and the interim appointment of a new
government. The Yatsenyuk Government attained recognition from
western countries. However, the Russian government held that
Yanukovych was illegally impeached and continues to regard him as
Ukraine’s last democratically elected and legitimate president, while
considering the Yatsenyuk government illegitimate and the result of
a coup d’état, on constitutional grounds.

• 2014 WINTER OLYMPICS - The 2014 Winter Olympics, officially
known as the XXII Olympic Winter Games, were a major
international multi-sport event held in Sochi, Russia, in the tradition
of the Winter Olympic Games. The Games were held from 7–23
February 2014, with opening rounds in certain events held on the
eve of the opening ceremony, 6 February 2014.

• CHILE - The 8.2 magnitude quake that shook northern Chile on


Tuesday April 1, 2014 killed six people and triggered a tsunami
with 2-meter (7-foot) waves.

• Partial US Government Shutdown – October 1 – 16, 2013.

• Michael Christian Martinez (born November 4, 1996) is a Filipino
figure skater. Martinez is the first skater from Southeast Asia
and figure skater from the tropical zone to qualify for the Olympics
and the only athlete to represent the Philippines at the 2014 Winter
Olympics.

• Typhoon Haiyan, known as Typhoon Yolanda in the Philippines,


was a powerful tropical cyclone that devastated portions of
Southeast Asia, particularly the Philippines, on November 8, 2013.
It is the deadliest Philippine typhoon on record, killing at least 6,268
people in the country alone. Haiyan is also the strongest storm
recorded at landfall, and unofficially the strongest typhoon ever
recorded in terms of wind speed.

• 2013 Bohol earthquake - occurred on October 15,
2013, at 8:12 a.m. Pacific Standard Time (PST) in Bohol,
an island province located in Central Visayas,
Philippines. The magnitude of the earthquake at the
epicenter was recorded at Mw 7.2, located 6 kilometres
(3.7 mi) SW of Sagbayan town, at a depth of 12
kilometres (7.5 mi). It affected the whole Central Visayas
region, particularly Bohol and Cebu.

• COMPREHENSIVE AGREEMENT ON THE BANGSAMORO (CAB) -
The Comprehensive Agreement on Bangsamoro (CAB) is a final peace
agreement signed between the Government of the Philippines and the
Moro Islamic Liberation Front on March 27, 2014 at the Malacañang
Palace in Manila.

• Saint Lorenzo Ruiz (ca. 1600 – 29 September 1637), also
known as Laurentius Ruiz de Manila or San Lorenzo Ruiz
de Manila, is the first Filipino saint venerated in the Roman
Catholic Church; he is thus the protomartyr of the Philippines.
He was killed for refusing to leave Japan and renounce his
Roman Catholic beliefs during the persecution of Japanese
Christians under the Tokugawa Shogunate in the 17th
century.

• Pedro Calungsod is the second Filipino missionary who was


recently canonized by the Vatican. Calungsod was formally
beatified on 5 March 2000 by Pope John Paul II. Calungsod
was officially canonized by Pope Benedict XVI at Saint Peter's
Basilica in Vatican City on 21 October 2012.

• Jorge Mario Bergoglio (Pope Francis) born on 17
December 1936 in Buenos Aires, Argentina, is the 266th
and current Pope of the Roman Catholic Church.

 The powers of the branches are vested by the Constitution of the


Philippines in the following:

 Legislative power is vested in the two-chamber Congress of the


Philippines—the Senate is the upper chamber and the House of
Representatives is the lower chamber.
 Executive power is exercised by the government under the
leadership of the President.
 Judicial power is vested in the courts with the Supreme Court of
the Philippines as the highest judicial body.

 Police Power – is the power of the government to regulate behaviors and


enforce order within its territory, often framed in terms of public welfare,
security, health, and safety. The exercise of police power can be in the form
of making laws, compelling obedience to those laws through physical
means with the aim of removing liberty, legal sanctions, or other forms of
coercion and inducements.
 Power of Taxation – the power to impose and collect taxes and charges on
individuals, goods, services, and other to support the operation of the
government.
 Power of Eminent Domain - Eminent domain is the right or power of a
sovereign state to appropriate private property to particular uses to promote
public welfare. It is an indispensable attribute of sovereignty; a power
grounded in the primary duty of government to serve the common need and
advance the general welfare.

Brief History of Philippine Police Service

The Philippine Constabulary (PC) was


established on August 8, 1901, under the
general supervision of the Civil Governor, by
authority of Act. No. 175 of the Second
Philippine Commission, for the purpose of
maintaining peace, law, and order in the
various provinces of the Philippine Islands. By
the end of 1901, a total of 180 officers had
been commissioned.

The Integrated National Police (INP)


(Filipino: Pinagsamang Pulisyáng Pambansà)
(PPP) was the municipal police force for the
cities and large towns of the Republic of the
Philippines. One of two national police forces in
the country along with the Philippine
Constabulary, it merged with the latter in 1991
to form the present Philippine National Police.

Brief History of Philippine Police Service

The Philippine Constabulary (abbreviated PC;


Filipino: Hukbóng Pamayapà ng Pilipinas, HPP) was the
first of the four service commands of the Armed Forces
of the Philippines.
It was a gendarmerie-type police force of the
Philippines established in 1901 by the United States-
appointed administrative authority to replace the Spanish
Guardia Civil. It was later integrated with the municipal
police force, Integrated National Police into the current
Philippine National Police on January 29, 1991.

of soldiers especially in France serving as
an armed police force for the maintenance
of public order.
Brief History of Philippine
National Police
Passed on December 13, 1990, the
Republic Act No. 6975, the Department of the
Interior and Local Government Act of 1990,
ended the existence of the Philippine
Constabulary and the Integrated National
Police and gave way to the creation of the
Philippine National Police. R.A. 6975 was
further amended by RA 8551, the Philippine
National Police Reform and Reorganization Act
of 1998, and by RA 9708. The R.A. 8551
envisioned the PNP to be a community and
service oriented Agency.
CREATION OF THE PHILIPPINE
NATIONAL POLICE
Law enforcement is vital in the stability and progress of
all nations. Thus, the conception of a unified national police was
borne out of this premise.

Giving rise to the unification of the Philippine


Constabulary and the Integrated National Police whose functions
is symmetrical to ensure the safety and security of the people.
Republic Act 6975 was signed into law on December 13, 1990
by then President Corazon C Aquino which called for the
creation of the Philippine National Police (PNP) and the
reorganization of the Department of the Interior and Local
Government (DILG) in keeping with the mandate of our
constitution for a police force that is national in scope and civilian
in character.

NATIONAL POLICE
In response to the call for public safety
and reforms within the organization,
Honorables Teodulo C Natividad, Blas F
Ople, Regalado E Maambong and Rustico
delos Reyes authored the provisions in the
1987 constitution calling for the creation of a
police organization that is national scope
and civilian character thus paving way to the
establishment of the Philippine National
Police (PNP).

The principal authors of the Republic
Act 6975 were Senators Ernesto N Maceda
and Aquilino Pimentel, Congressmen Jose
S Cojuangco Jr and Rodrigo Gutang.
They moved for the PNP's creation to
professionalize the police force and make it
susceptible to the plight of the general
public.

• PDG Alan La Madrid Purisima – CODE-P
stands for “COMPTENCE of each and every
POLICEMAN, redefine and reform the
ORGANIZATION, instill DISCIPLINE, realize
EXCELLENCE in all aspect of police work, and
institute PROFESSIONALISM at all levels of the
organization.”
PNP SEAL Symbol
• Lapu-Lapu Hero – Prototype of the best and most noble
in Filipino manhood who is the symbol and embodiment
of all the genuine attributes of leadership, courage,
nationalism, self-reliance and a people-based and
people powered community defense. The benevolent
and heroic warrior who derived added strength from a
cohesive, determined and loyal people is today a fitting
symbol and a prototype as well of people power to
preserve our values, customs, traditions, way of life and
the rule of law thru a solidly community-based police
system. Lapu-lapu also personifies for us today civilian
constitutional authority.

• Laurel – Green Laurel with 14 leaves – 14 regional
commands. Symbol of honor, dignity and the privilege of
being a member of a noble organization where the call of
public service is par excellence a commitment to public
trust.
• Shield – Symbol of the Philippine Constabulary.
Performed with honor, professionalism and courage.
The Philippine Constabulary became the nucleus of the
Integrated National Police in 1975 to nurture the then
embryonic concept of the nationalization of the country’s
local police forces.
PNP SEAL Symbol
• Three Stars – Luzon, Visayas and Mindanao and the
1,700 islands and the territorial integrity wherein the
National Police must enforce the law and maintain peace
and order with professionalism, zeal and dedication in
keeping with the highest ideals and traditions of service
to our country and people.
• Service, Honor, Justice – added distinct ideal for the
officers to insure efficiency, integrity, cohesiveness,
camaraderie and equanimity to enhance community
acceptance and support to attain its mission of peace
keeping and law enforcement.
PNP SEAL Symbol

• Sun – symbolize the flowering, maturing and


ultimate realization of the glorious evolution of
the PC/INP into a National Police Organization –
national in scope and civilian in character – as
enshrined in the 1986 constitution. The
traditional light rays which represents the fight
ingest provinces whose ideals and courage and
patriotism the members of the national police
must possess.
PNP BADGE Symbolism
• Philippine Monkey Eating Eagle the National Bird –
symbol of swiftness and ferocity, power, courage and
immortality.
• PNP Shield – symbol of protection of all citizens.
• Three STARS – Luzon, Visayas and Mindanao which
constitute the Republic’s Territorial integrity over which
the PNP must enforce the law and maintain peace and
order with professionalism, zeal and dedication in
keeping with the highest ideals and traditions of
service to God, Country and People.

provinces whose ideals of courage,
gallantry patriotism led to their revolt
against Spain.
