Management of Public and Private Sector Enterprises
in Bangladesh
 Management Practices before the Independence
 Management Practices after the Independence to the 1990s
 Management Practices after the 1990s to Till Date
4
Management Practices before the Independence

The economy of Bangladesh was controlled by a few industrialists

from West Pakistan before the independence of the country.
Management of the enterprises was at the hand of 22 Pakistani
families at that time. Business and economy was confined to their
grip.

5
Management Practices after the Independence to the 1990s

In 1991,The new government (BNP) substantially revised the

economic policies of the previous governments. They introduced
privatization policy including:
▪ Free market economy
▪ Limited state intervention
▪ Downsizing the government ownership
▪ Launching privatization policies especially in trade and
business sector and
▪ FDI (Foreign Direct Investment). 6
Management Practices after the 1990s to Till Date

After a continuous failure of the public sector management, Government of

Bangladesh decided to open up the business in the 1990s and the policy
introduced in June 1993 which is called Privatization Policy 1993.
Bangladesh has gone through privatization policy in last 20 years.
More specifically, Bangladesh hardly achieved its target to establish
relationships between governments and markets, governments and citizens,
governments and the private or voluntary sector, elected officials and
appointed officials, local institutions and urban and rural dwellers,
legislature and executive branches, and nation states and institutions
through its efficient management systems.

Practices of performance management system in Bangladesh

 Measuring the level of performance

9
Practices of performance management system in
Bangladesh

▪ Throughout the world, performance management system is considered to be of

one of the most important management practices in all types of organizations
for many years. It is a new phenomenon in the developing countries especially
in Bangladesh. The aim of this study is to identify the level of practices of
performance management system and to see whether this practice varies or not
across three different industries such as ‘electronic media, commercial banks,
and pharmaceuticals’. These three different industries were chosen because
these industries represent three different aspects of management and variation
of final products.

10
Measuring the level of performance

 Here ten variables are used that reflect the practices of performance
management process. In this paper, each and every individual
variable is examined to see whether the level of the practices of
performance management process is high, medium, or low. Data
are combined from the three different industries. The following
table shows it in terms of percentages and afterwards a detailed
explanation is given to represent the current scenario:

12
Measuring the level of performance

13
This study confirms current practices of management performance system
are working here in Bangladesh. This study further concludes that in
three different industries:
Pharmaceuticals, electronic media and commercial banks, the level of
practicing performance management system is high. among the three above
mentioned industries. Although banking and pharmaceutical sectors
maintain proper documentation, electronic media do not follow it properly.
Overall performance management system is now an essential requirement
because organizations have been facing challenges which they have not faced
before.

PLANNED ECONOMY DEPARTMENT AND
MANAGEMENT
Planned economy is "an economic system in which the government
controls and regulates production, distribution, prices, etc. All the factors
of production are owned and managed by the government.
FEATURES
• All resources are owned and managed by the government.

• There is no Consumer or producer sovereignty.

• The market forces are not allowed to set the price of the goods and services.
ADVANTAGES
Prices are kept under control and thus everybody can afford to consume
goods and services.

There is less inequality of wealth.

here is no duplication as the allocation of resources is centrally planned.

DISADVANTAGES

• Consumers cannot choose and only those goods and services are
produced which are decided by the government.

• Lack of profit motive may lead to firms being inefficient.

• Lot of time and money is wasted in communicating instructions from

the government to the firms.

Social and cultural factors affecting management include belief systems

and practices, customs, traditions and behaviours of all people in given

influencing decision of marketing managers and strategic goals of
companies entering new foreign markets. It should be noted that legal
factors affecting business is also considered as one of the major socio-
cultural factors that can influence companies. Proper identification of this
factor during strategic analysis (PEST analysis, STEEP analysis, SWOT

company to society (during international development).
