 The belief that heaven granted a ruler a
mandate or ‘divine right to rule’
 Linked Power and Responsibility
 In exchange for loyalty, the ruler

must maintain order


 Rulers need Mandate of Heaven to rule
 If lost, the people were allowed to
rebel.
