Functions, Responsibilities and Procedures.

and procedure of first responders.
LO 2. Execute basic first aid procedure.

BACKGROUND/MOTIVATION
First Responder (FR) are members of the PNP or
other law enforcement agencies who are mandated
and expected to be the first to respond to calls for
assistance in cases of incidents of crime.

BACKGROUND/MOTIVATION
They generally refer to police officers who have
jurisdiction of the area where the incident or crime
has taken place and will proceed to the crime scene
to render assistance to the victim and to protect and
secure the incident scene.

DEFINITION OF TERMS
First aid – emergency care or treatment given to an
ill or injured person before regular medical aid can be
obtained.
 
Cardiopulmonary Resuscitation (CPR) – life saving
technique useful in many emergencies, including
heart attack or near drowning, in which someone’s
breathing or heartbeat has stopped.

DEFINITION OF TERMS
 
Dying Declaration – a declaration pertaining to the
cause and surrounding circumstances of such death
given by a person facing imminent or impending
death.

The following are the functions and responsibilities


of first responders as well as procedures in general
to be observed as they respond to specific
situations:

 The first police officers to arrive at the crime scene


are the First Responders.
 Immediately, the First Responders shall conduct
preliminary evaluation of the crime scene.
  The First Responders is mandated to save and
preserve life by giving the necessary first aid
measures to the injured and medical evacuation as
necessary.

The following are the functions and responsibilities


of first responders as well as procedures in general
to be observed as they respond to specific
situations:

 The First Responders shall take dying declaration of


severely injured person/s, if any.
 If and when there is a suspect present in the area, the
First Responder shall arrest, detain, and remove the
suspect from the area.
  The First Responders, upon arrival of Investigator-on-
Case (IOC), shall turn-over the crime scene to the
duty investigator/IOC.

CONSIDER IN RESPONDING TO SUCH CASES
(MEDEICAL EMERGENCIES):

 Assess the safety of the scene


 Assess what happened
  Establish police line - cordon the area.
 Identify how many people are injured.
  Ask bystander to call for help (call 911)

FIRST AID is the assistance given to any person


suffering a sudden illness or injury, with care provided
to preserve life, prevent the condition from worsening,
and/or promote recovery

1. Don’t panic
2. Remember the ABCs of Life Support
A - airways open
B - breathing restored
C - circulation maintained

THINGS TO CONSIDER IN PROVIDING FIRST AID:


3. Check for bleeding.
4. Look for signs of shock and broken bones
(fractures)
5. Check for emergency medical identification on the
victim
6. Get professional medical help quickly

THINGS TO CONSIDER IN PROVIDING FIRST AID:


7. Loosen any clothing that may restrict victim’s
breathing or interfere with circulation.
8. Never give an unconscious person anything by
mouth.
9. DO NOT move injured persons: spinal cord might
be injured

THINGS TO CONSIDER IN PROVIDING FIRST AID:


10. Sunstroke or fainted person- transfer victim to
cool or ventilated places, unbuttons any tight
clothing.
11. SCRATCHES or SCRAPES : clean the wound
with flowing water, dry then apply Betadine then
cover.
