Scanning Techniques / Methods (Cont.)

1.Trend Analysis A quantitative approach that attempts to

forecast future personnel needs based on
extrapolating information from historical
changes in one or more organizational
indices.
2.Delphi Technique A single index, such as sales, might be
used.

are solicited and summarized in an
attempt to determine the future of
employment.

2. Delphi Technique

3.Impact Analysis

Scanning Techniques / Methods (Cont.)

1.Trend Analysis Looks backward in order to look forward.

Past trends are analyzed and a panel of experts then

attempts to identify future probable events and study
their effects on the extrapolated trend.
2.Delphi Technique

3.Impact Analysis

Some More Techniques

• QUEST
(Quick Environmental Scanning Techniques)
• SWOT
(Strengths & Weaknesses – internal)
(Opportunities & Threats – external)
• PEST
(Political, Economical, Social & Technological)

Scanning Challenges

1. Isolating The Critical from The Insignificant

2. A Proactive Approach

Shaikh Sajibur Rahman,MC,BIM.

Scanning Challenges (cont.)

Isolating the critical from the insignificant:

So much change is happening in so many arenas that
scanners have trouble picking out the truly important
events.
As we enter the new millennium, we cannot determine which
current issues are important enough to cause a shift in the
way we practice HR.

(There are many options, it is truly tough for HR personnel to

pick the best one)

Shaikh Sajibur Rahman,MC,BIM.

Scanning Challenges (cont.)

A Proactive Approach:
Some HR managers do not like passively observing games
through their windows. They want to go outside and
influence how the game is played.
Thus, we find most professional associations have a group that
lobbies for legislation that will favor the association
membership.
Most have public relations firms that try to shape the
perception of the profession and its goals (influencing
public opinion favorably toward regulations).

Shaikh Sajibur Rahman,MC,BIM.

Environmental Factors

1. Economic Climate
2. Globalization
3. The Labor Market
4. Political and Legislative Factors
5. Technological Factors
6. Demographic Factors
7. Social and Cultural Factors
