PATROL remains the backbone of
police operations. It consumes
most of the resources of police
agencies.
On patrol, a police officer makes
regular circuits or passes through a
specific area called a BEAT.
It is the only form of police service
which directly attempts to eliminate
the opportunity/desire of an
individual to commit misconduct.

DEFINITION OF TERMS:
 BEAT PATROL - a beat is a given route or an area to be
covered and patrol is the duty performed on a beat.
 STANDBY POINT (SBY) –an area or place where a beat
patroller can take their personnel necessities and make call to
their headquarters to report their situation of the area.
 POLICE BEAT STRATEGY (POBS) - general program of
action to institutionalize and implement patrol beat and
detective beat systems of the PNP in accordance with the
doctrine/philosophy of community oriented policing.
 PATROL BEAT SYSTEM (PBS) – it is the purpose of patrol
beat system to establish a concrete mechanism toward
enhancing the crime prevention program. It shall be
recognized with a parallel setup as that of the Detective Beat
System.
PATROL BEAT (PB) - Geographic area within
operational jurisdiction of a police unit designated as an
area of patrol. A patrol beat is designed based on natural
geographic boundaries like highways, rivers, or major
streets and on what is called “calls of service”.
PATROL BEAT TEAM (PBT) – team of patrolmen
assigned to a patrol beat.
PATROL – Patrol function of the police has three basic
components: answering calls for assistance, maintaining
police presence and probing suspicious circumstances.
PATROL OFFICER – PNP personnel with the rank of
Police Officer 1 to Senior Police Officer 4 primarily
tasked to conduct foot or mobile patrol functions within
the beat.
Patrol Beat System (PBS)
The Area of Responsibility (AOR) of the local police unit shall be
subdivided into series of patrol beats. Patrol beats shall be manned by foot
patrols and when capability provides, by mobile, motorcycle, bike patrol.
Deployment, Utilization and supervision of personnel involved in the PBS shall
be the primary responsibility of the local police unit commanders.
 
Patrol Beat Team shall be composed of Patrol Team Leader and members. The
Patrol Beat Team has the following basic functions: to answer call for assistance,
to maintain police presence and if crime occurs, to conduct arrest or hot pursuit,
otherwise to secure the crime scene until the arrival of the investigators
/detectives.
 
Patrol Beat Teams (PBTs) shall likewise conduct Police Community
Relations activities. PBT members shall interact with the community, get their
cooperation and involvement in crime prevention efforts and develop increased
feeling of personal safety.
Types, Methods and Planning for PATROL
Long before and patrol officer slides behind the
wheel of a unit at the start of the shift, or assumes a
walking post, or mans the control of an mobile
assigned to patrol duties, a great deal of planning
takes place to determine the types of patrol most
suited to any given area on any given shift.

METHODS and PLANNING

In any operation, careful planning is a must in order to


avoid waste of time, effort and resources. Make a patrol
plan with the followings details and considerations:
 
1. Area Coverage: crime prone areas, vital installations,
commercial establishments, public conveyances’ and tourist
spots.
2. Organizational Detail of Personnel.
3. Duration of tour of duty.
4. Stand-by points: where most people likely to converge,
police personal necessities and assembly point, and contact
persons.
5. Beat Patrol Route Plan
6. Individual equipment: flashlight, raincoat, firearm and rigs,
ball pens and tickler etc.

Duties and
responsibilities of a
Patrol Officer
a. He shall be ready at all times to perform his
duties and obey the lawful orders of his
superior officers or higher authority.
b. He shall be responsible for the
efficient performance of his duties in
the adequate coverage of his beat post
by making a patrol plan to be
submitted to his supervisor.
c. He shall cooperate and coordinate
with the other members of his relief,
district or other division segment so
that their teamwork may insure
continuity of purpose and maximum
achievement of the objectives of the
department.
d. He shall be available for duty at all
times in case of special needs or
emergencies.
e. He shall respond readily and
report punctually to all assignments.

f. He shall familiarize himself with


administrative and operational
policies of the department.
g. He shall execute the service
program within his area of
responsibility providing for
prevention of crime, protection of life
and property, apprehension and
prosecution of offenders, preservation
of peace, and enforcement or
regulatory measures.
h. He shall be in the prescribed
attire/uniform and have the required
equipment when he report for duty.
i. He shall be attentive to instruction and
record information given during the
briefing or roll call training and shall
record his activities during his tour of duty
in the prescribed manner.
j. He shall, unless otherwise
ordered, report to his superior for
inspection and instruction at the
conclusion of his tour of duty.
k. He shall supervise and inspect all
public and licensed places within his
area or responsibility.
l. When on patrol, he shall be
constantly alert, observing everything
that takes place within his sight or
hearing. He shall not hold long
conversation with anyone except in the
discharge of his duty.
m. At night time, he shall exercise close
vigilance by watching and frequently
examining and trying accessible doors or
entrances and windows of commercial or
public buildings, including vacant or
unoccupied houses on his beat. He shall
promptly investigate all suspicious
circumstances he may encounter. In like
manner, he shall check all uninhabited
buildings or dwelling places in the day time.
n. As far as practicable, he shall exert
efforts to know the identities and other
circumstances or permanent residents
of the area assigned to him and shall
keep track of movements of the
newcomers or strangers transferring to
or merely loitering in the place. He shall
report his findings without delay.
o. He shall take note of vehicles parked
by day or staying overnight in the
different streets of his beat, recording
their plate numbers, make and, whenever
possible, the owners thereof and / or
drivers or operators.
p. He shall undertake close surveillance
over the movements of suspicious
persons and vehicle and keep a record
of his observations for ready use when
the need arises.
q. He shall take note and report all
known suspected places of vice, such
as gambling dens, houses of ill-repute,
drug dens, hide-outs of persons of
doubtful conduct, and places frequented
by vagrant.
r. He shall keep himself informed of
the places in his area where violations
are known or reported to exist, and he
shall plan and take the necessary action,
duly advising his superior officer as to
the steps being taken.
s. He shall at all times, whenever in
uniform, keep his official badge properly
displayed; and courteously give his name
and badge number when duly requested to
identify himself.
t. He shall, in the event of any disturbance of the
peace within his beat or in its immediate vicinity,
proceed to the particular spot and exert efforts to
restore order. If crime has been committed and
the offender can be place under custody, he shall
take immediate steps to bring him to the police
station. He shall endeavor to save life and
protect or preserve the crime scene until the
arrival of the investigator.
u. He shall leave his beat until
properly relieved, except when
required by the exigencies of the service
and for unavoidable reasons. He shall
keep record of the same in his
memorandum book indicating the time
he left his beat, the reason for leaving
and the time he returned and resumed
his patrol of duty.
v. He shall take care of lost children by taking them to
the residence of their parents, if located within or near
the vicinity of his beat, and shall promptly notify his
station of such action. If the residence is not known or
some at some distant location, he shall take such
necessary action as may be required by the
circumstances. He shall be observant of school children
who are not in the classes during the proper hours and
after making inquiries as the reasons thereof shall take
appropriate action on any case of truancy which may
come to his notice.
w. He shall take note of all obstruction in
the streets or sidewalks from which
accidents may occur, removing them when
practicable. He shall also take appropriate
action on all nuisances and other matters
affecting the safety and convenience of the
public or the interest of the city or
municipality.
x. He shall exercise vigilance in order
to prevent fire or avoid waste of water;
take note of all garbage, dead animals or
other offensive matters thrown into the
streets and shall take appropriate action
thereon.
y. He shall in order to summon aid,
give three blasts with the whistle.
z. He shall familiarize himself with the
location of street traffic signs and if he
sees them misplaced or tampered with in
any manner, he shall rectify the same. If
such signs are missing from their proper
location, he shall make proper report of
such fact to his superior.
aa. While on patrol duty, he shall not
enter any bar, night club, theater or any
other place of amusement or business
except in the strict discharge of his duty.
bb. He shall have an official note book in
which he will enter the names of persons
taken into custody by him and such
important particulars in each case as may be
necessary as well as other pertinent
information and matters relative to the
discharge of his official duties. Such
memorandum book shall be subject to
inspection by his superior officers at any
time.
cc. He shall endeavor to be familiar with the
bus lines, the location of streets, public
buildings and offices, hospitals, courts,
transportation offices and depots, industrial
plants, highways and boundaries thereof and of
the national, provincial and municipal officials
and such other matters pertaining to the
government of the city or municipal as will enable
him to render intelligent and helpful information
and assistance when requested.
dd. He shall familiarize himself with
the concept of Police Beat and
Detective Beat Systems.

ee. He shall perform such other


duties and responsibilities that may
be assigned to him by superior
officer or higher authority.
ff. He shall observe Human Rights as
a high standard that must be maintained
during the performance of police duties.
gg. He shall observe the rights of a person
under custodial investigation by informing his
rights under RA 7438 (Miranda Doctrine) and RA
9745 (Anti-Torture Warning)
