• Several years back, Dr. Teresita G.
Inciong reports that Philippine’s
problem in special and inclusive
education are the same as some of other
countries.Forums, cited some problems
and concerns which beset the SPED
program in the Philippines.
• In partnership efforts with other
government agencies, non-government
organizations and other stakeholders, we
are slowly generating positive results.

very supportive. The next thing to be considered
is, can parents afford to send their child with a
disability to school? The Philippines is a
developing country and many Persons with
Disabilities (PwD) are living in poverty.
