1. ICT to be included in the harmonization it is cross cutting and is

critical in driving the forth industrial revolution;
2. The consultant should consider recognition of prior learning in
the harmonization process;
3. The consultant should benchmark with the international and
regional professional regulatory bodies e.g. International Civil
Aviation Organization (ICAO), Civil Aviation Safety and Security
Oversight Agency (CASSOA), International Martine
Organization(IMO) on harmonized regulatoery process.
