⬗ The Commission on Elections
(COMELEC) is the premier guardian of
the ballot. Its principal role is
to enforce and administer all laws and
regulations relative to the conduct of
elections, plebiscites, initiatives, refere
ndums and recalls.

National Citizens Movement for Free
Elections (NAMFREL)
Election under the regime of Marcos has been
tainted with fraud, intimidation, corruption,
abuse of power, used of government
machinery, money politics and a long list of
unfairness, unclean and injustices. However
the existence of NAMFREL helps to bring back
the power to choose to the people and expose
the hypocrisy of the flawed system.

PPCRV
PPCRV carries on its mission in every diocese as
a Community of Disciples that is a Church of the
Poor and for the Poor. The center of gravity of its
service, from the beginning till now, is tilted
towards the poor and the youth. Voters from
these sectors are the most vulnerable to
exploitation and repression of their absolute right
to suffrage. Commitment to them in our election
journey is drinking from our own wells.

Law School) on June 7th for the final stop
in LENTE’s Training for ARMM Elections.

CER is a coalition/ network of organizations,
and individuals committed to the
strengthening of Philippine democracy
through electoral reforms and activities that
would broaden people’s participation and
representation in democratic governance
and enhance free, orderly, honest, peaceful
and credible elections.

Philippine Center fot Investigative
Journalism (PCIJ)
In the May 2010 elections, the PCIJ
conducted real time audit reports on
campaign expenditures by candidates for
president and vice president, which in part
prompted the Commission on Elections to
clarify and strictly enforce election and
campaign finance laws.

Voter participation is typically around 70 percent to
85 percent. There were 43 million eligible voters in
2004; 36.1 million in 2001; and 34 million in 1998.
Overseas Filipinos were allowed to vote in
presidential elections for the first time in 2004.
