Activity (25 minutes)
• Working in groups (per region)
• Select a specific hazard-prone school in one of your areas of responsibility. Assume
that this school was affected by a typhoon very recently and 50% of its classrooms
cannot be utilized in holding classes. Upon assessment, it was concluded that the
school needs 3 TLS to resume classes the soonest time possible.
• Having this school in mind, design and draw a TLS that you might consider building
in this school .. Post your designs on the area provided.
• Assign a reporter to present your work to the plenary focusing on the following
guide question:
– What are your considerations in choosing your TLS location?
– What are your considerations in your TLS design?
– What construction materials will be needed to construct your TLS and why did you
choose these materials?
– How long will it take to construct your TLS and how much will it cost?

TLS PROCUREMENT PROCESS
1. Upon approval of authority for the TLS, sub-ARO will be processed in the
DepEd Central Office
2. While the sub-ARO is being processed, the design, specification of TLS and
the approved authority are sent to concerned Division or Region for them to
process the bidding.
3. Once the concerned Division or Region is informed about the approved
authority, it will post the invitation to bid in PHILGEPS
4. Pre-bid will be conducted for 12 calendar days
5. Resolution to award to winning lowest responsive bidder will be done for 3
days after the pre-bid.
6. The 3 days will used for complying with the additional documents like; CPM
(construction project management, schedule of construction and the 10%
performance bond.
7. DepEd will issue a notice to proceed and contract will be processed within 10
calendar days.

Key Learnings

 Classroom damage are classified as partial or total damage. Partial damage


is further classified as minor or major damage
 TLS supports the resumption of classes in schools damaged by hazards and
facilitates children’s transition to normalcy.
• TLS should be a safe and secure space where children can learn and feel
safe after a disaster
• Designing TLS should be in accordance with different considerations such as
location, available materials, extent of need, and the specific context of the
area.
• DepEd TLS implementation consist of processes that involve both the Central
and Division/Regional Offices.
