INTRODUCTION
As per the notification, the coastal land up to 500m from the High Tide Line
(HTL) and a stage of 100m along banks of creeks, lagoons, estuaries, backwater and
rivers subject to tidal fluctuations, is called the Coastal Regulation Zone
Along the country has been placed in four categories. The above notification
includes only the inter-tidal zone and land part of the coastal area and does not
include the ocean part.
The notification imposed restriction on the setting up and expansion of industries
or processing plants etc. in the said CRZ.
Coastal Regulation Zones (CRZ) are notified by the Government of India in 1991
for the first time.
Under this coastal areas have been classified as CRZ-1, CRZ-2, CRZ-3, CRZ-4.
And the same were retained for CRZ in 2003 notifications as well

1982: the ministry of Environment setup working groups to prepare environmental guidelines for the
development of beaches and coastal areas.
1983 July: Environmental guidelines were promulgated.
1985-86: Launched an integrated project called Monitoring of coastal waters for assessing the status of
coastal pollution up to 5Km- DOD & MoEF
1989: Draft of CRZ notification was published 15th December,
1990 : MoEF issued notification against the declaration of the coastal stretches as regulation zones-
imposed restrictions on industries, operation and processes in the zone. 9th February,
1991 : based on the EP Act 1986, MoEF issued CRZ notification.
2011 (January) : Revised CRZ notification under EP Act 1986
• High Tide line means the line on the land up to which the highest
water line reaches during the spring tide
• It is the line or level that coincides with the chart Datum along the
coast or the lowest level of water on the shore
Objectives:
To conserve and protect coastal stretches
To ensure livelihood security to the fishing & local communities living in the
coastal areas
To promote development in a sustainable manner based on scientific principles,
taking into account natural hazards and sea level rise
CRZ-2:
These areas are urban areas located in the coastal areas. Under Coastal Regulation Zone
(CRZ) Notification 2018, the floor space index norms has been de-freezed. [
CRZ-3:
Rural and urban localities which fall outside the 1 and 2. Only certain activities related to
agriculture and even some public facilities are allowed in this zone
CRZ-4:
This lies in the aquatic area up to territorial limits. Fishing and allied activities are permitted
in this zone. No Solid waste should be let off in this zone. This zone has been changed from
1991 notification, which covered coastal stretches in islands of Andaman & Nicobar and
Lakshadweep
Activities permissible in CRZ-I A)No Activities permissible in CRZ-I B ) Between Low Tide
new construction shall be permitted in Line and High Tide Line in areas which are not ecologically

The aquatic area from low tide line up to territorial limits is classified as CRZ-IV
including the area of the tidal influenced water body
The Union Cabinet chaired approved the Coastal Regulation Zone (CRZ)
Notification, 2018 during December 2018.
It was last reviewed and issued in 2011, with periodic amendments to some
clauses.
With the objective of conservation and protection of the coastal environment,
Ministry of Environment and Forest and Climate Change notified the Coastal
Regulation Zone
Notification in 1991, which was subsequently revised in 2011. The
notification was amended from time to time based on representations received.
Salient Features
Non inclusion of effect of climate change on coastal areas making coastal ecology
vulnerable to raising sea level and enhances cyclone intensity
There shall be well demarcated hazard line to act as buffer for relaxed provisions for
economic development
Allowing construction and tourism facilities to boost employment and local economy
could damage fragile coastal ecology in absence of strong environmental safeguards
Excessive beach lighting is confusing and harmful to some marine species, including
migrating turtles
Reduction of CRZ to 50m from hazard lines may result in imminent floods • Local
communities including fisherman could face displacement challenge on account of
commercial pressure
There is apprehension that notification could affect customary land use and traditional land
rights.
