PRESSURE EQUIPMENT IN ALBERTA

• The legal framework surrounding

pressure equipment in Alberta is a
complex and important topic.

• In order to understand the

relevance and importance of
Codes and Standards, we must
understand the legal system
behind them.
2
ALBERTA MANDATORY DOCUMENTS

Mandatory Codes and Standards for

new pressure equipment in Alberta:
Alberta Safety Codes
Act

Pressure Equipment
Safety Regulation

Section 6 Adopts ASME BPVC,

CSA B51 & Z662 Standards

ASME & CSA Codes and

Standards are now mandatory

3
ASME BPVC

• The ASME BPVC provides rules

and guidelines for the construction
of new pressure equipment and
components.

4
ASME BPVC

• Unfortunately, the ASME BPVC

does not address damage that
occurs during service.

5
EXAMPLE

• ASME Section VIII, Div. 1 -

Forward:

“The rules do not, of practical

necessity, reflect the likelihood and
consequences of deterioration in
service related to specific service
fluids or external operating
environments.”
6
EXAMPLE

• ASME B31.3 - 300(c)(2):

“This Code is not intended to apply

to the operation, examination,
inspection, testing, maintenance, or
repair of piping that has been placed
in service.”

7
QUESTION

• Is damage that occurs during the

service life of pressure equipment
within the scope of the ASME
BPVC?

No.

8
IN-SERVICE EQUIPMENT

• Before examining documents

related to in-service equipment, it
is important to define the term in-
service:

“The period of time during the life of

pressure equipment from the
beginning of commissioning until
disposal.”
9
PRESSURE EQUIPMENT LIFE CYCLE

• Typical pressure equipment life

cycle:
Design

Construction

Installation

Commissioning

Operation

Decommissioning

10
ABSA ISRD

• To address the safety issues of in-

service pressure equipment, ABSA
has published document AB-506:

“Inspection and Servicing

Requirements”

11
REFERENCED DOCUMENTS

• Section 4 of the ISRD lists

recognized Codes and Standards
that are required to establish
effective in-service inspections.

• We will focus our study of failure

mitigation on several of these
documents.

12
KEY API DOCUMENTS

• Failure mitigation by integrity

engineering involves three key API
documents:

1. API 571 - Damage Mechanisms

2. API 579-1 - Fitness-For-Service
3. API 580 - Risk-Based Inspection

13
AMERICAN PETROLEUM INSTITUTE

• The American Petroleum Institute

(API) is the primary industry
association representing the oil
and natural gas industry in the
United States.

14
API INTEGRITY SYSTEM

• These three API documents are

used together to form an integrity
system.

Failure Mitigation

API 571 API 579-1 API 580

15
SCOPE

• Although API documents are great

references for many industrial
applications, they are intended for
the hydrocarbon and process
industries.

16
API INTEGRITY SYSTEM

• By using the API integrity system,

we are able to:

– Improve Safety
– Minimize Risk
– Prevent Failures

17
API 571

• API 571 - Damage Mechanisms,

contains a standardized list of
common damage mechanisms.

• Descriptions, including
recommendations for inspection
and prevention are also included.

18
API 579-1

• API 579-1 Fitness-For-Service

(FFS) provides engineering
analysis to evaluate the integrity of
in-service equipment.

• The first step in a FFS evaluation is

identification of the damage
mechanism(s).

19
API 580

• API 580 - Risk Based Inspection

(RBI) is used to provide users with
the basis for developing,
implementing and maintaining a
RBI program.

20
QUESTION

• Which three API documents are

used for failure mitigation by
integrity engineering?

1. API 571 - Damage Mechanisms

2. API 579-1 - Fitness-For-Service
3. API 580 - Risk-Based Inspection

21
QUESTION

• The API integrity system is used

during failure mitigation to:

Improve Safety
Minimize Risk
Prevent Failures

22
END

• You now have a basic

understanding how in-service
Codes and Standards differ from
new construction requirements as
well as the three API documents
that make the API integrity system.

• We will now examine API 580 -

Risk Based Inspection.
