A needs assessment is a systematic process for determining and
addressing needs, or "gaps" between current conditions and desired
conditions or "wants". The discrepancy between the current condition and
the wanted condition must be measured to appropriately identify the need.
The need can be a desire to improve current performance or to correct a
deficiency.

The Design Process
•Identifying the Design Team
• Preparation and Approval of
the Design Brief
design brief is a compendium of all design requirements for the
development of LRs and shall be the basis for the development,
redevelopment, modification or contextualization of LRs. It sets the
parameters and expectations for the development team before the
actual creation of the LR.

This process refers to the actual development or creation, redevelopment
(e.g. improvement, enhancement), modification (e.g. conversion to other
formats), and contextualization of learning resources. Development utilizes
the approved standards, guidelines, and conventions defined in the design
brief for the creation and production of the learning resources.
The development team shall follow the development process framework
in developing local materials.
• Orientation

CID LRMS, or School LR Committee shall provide technical


assistance in the development standards of LRs through an orientation
activity. The standards to be discussed include the design, development,
and quality assurance processes, copyright management, social content,
publications design (visual arts management, page design), and other
necessary standards and guidelines. The curriculum and pedagogical
requirements shall be discussed by the Division Learning Area
Supervisors or Master teacher for the division and school levels. The
development team shall agree with the TOR and sign the Agreement
Form after the orientation

This refers to the writing proper, developmental editing,
arts development and formatting of the LR.

evaluator is not valid, they shall be required to write a letter of
justification stating why the comment/s no longer need to be
implemented.

• Field Testing
Once the LR satisfactorily meets the standards and requirements,
it shall then be subjected to field testing prior to finalization.

usability and suitability of the LR following the procedure and tool
prescribed by the BLR.
(Note: If the manuscript meets all standards and requirements
during the first stage of quality assurance, it shall be subjected
directly to field testing).

validation.
• Revision of materials
according to field testing
result (gamma version)
Field tested manuscript shall be returned to the development
team for revision. The revised manuscript is called the gamma
version. The gamma version shall then be sent to final review.
•Proofreading and Finalization
- On this stage, the LR shall be carefully checked for minor errors
in texts such as minor mistakes in spelling, punctuation and other
minor issues and inconsistencies in formatting (i.e. page numbers and
line spacing)

Clearance/Submission of
Signed Off LR
If the LR is compliant to all standards and requirements the
development, quality assurance, and management teams shall affix
their initials in all pages of the LR (sign off) prior to mass production
and distribution. The Development and QA teams shall also issue a
specialty clearance signifying that the LR is free from errors and is
ready-to-print.
