Elections in the
Internet Age
Impact Of The Internet, Especially Social Media, On
Electoral/Voting Choices

● Empirical evidence during the initial phase of the internet suggests

that a “crowding-out” of political information occurred, which
affected voter turnout.
● Social media will play a prominent role in the campaign strategy of
candidates during the elections due to the increasing reliance of
Filipinos on social media and the face-to-face restrictions associated
with the pandemic.
How does automated
election system work?
Automated Election System:
PHILIPPINES

● Election management system - Sets up

the automation of the polls and manages
election-related data.
● Vote-counting machines - Counts the
ovals that voters have shaded to vote.
● Consolidation/canvassing system - The
software used by the CCS, called the
real-time election information system
(REIS), reads incoming data and
canvasses the votes.
Automated Election System: USA

● Optical scan (marksense) - Each voter's

choices are marked on one or more
pieces of paper, which then go through a
scanner.
● Direct-recording electronic (DRE) - a
touch screen displays choices to the
voter, who selects choices, and can
change their mind as often as needed,
before casting the vote.
What are the challenges
to election technology?
Challenges to Election Technology:
PHILIPPINES

● The scheme of validating the voters

registrations crashed because the
software used in the old voters list turned
out to be incompatible with that of the
new list.
● The memory chips of the vote counting
machines were found to be faulty.
● 465 vote counting machines were
reported as malfunctional, but 75,882
machines worked smoothly.
Challenges to Election Technology: USA

● Software can miscount or fail to count. If

it fails or miscounts drastically enough,
people notice and check. Errors can
happen in the scanner or at the ballot
printer.
● Voting technology is subject to numerous
attacks, manipulations, and malfunctions.

Information Technology's role
in the new normal
Information Technology During the
Pandemic
● Isolation and quarantine happened during
this time but with the help of IT, we were
able to stay connected with our family who’s
far away from us.
● Video and Audio Calls.
● Digital health has become an important part
of the medical world and plays a vital role
during these difficult times.
Information Technology Post Pandemic
● District Health Information Software
(DHIS2) - used as national health information
system platform for integrated data
management and analysis.
● Digital packages for COVID-19 capitalize on
the core functionality of DHIS2 and the
DHIS2 Android Capture app to support
COVID-19 surveillance and response
activities.
