political values and the roles of a government in a society. THE PREAMBLE OF THE 1987 CONSTITUTION Preamble Introduction of the Constitution Not an essential part of the constitution PREAMBLE PERFORMS THE FOLLOWING FUNCTIONS (DANNUG AND CAMPANILLA, 2004) To introduce the supreme law of the land; To expound the rationale behind the enactment of the constitution; To single out the purposes to be achieved by the constitution; To specify the framers of the constitution; and To serve as a framw of reference for its interpretation. FRAMERS OF THE PHILIPPINE CONSTITUTION The Filipino people were the framers of tge fundamental law of land. The preamble states that it’s the Filipinos who drafted the constitution were a sovereign people indicating that they were an independent nation. Preamble also considers the Filipinos as religious people.

- We believe that God shapes our future as individuals and destiny as a nation PURPOSES FOR THE ESTABLISHMENT OF THE PHILIPPINE GOVERNMENT Embodiment of the ideals and aspirations of the Filipino people; Promotion of the common good; Conservation and development of the national patrimony; and Securing for the people the blessing of Independence and democracy ALL OF THESE HAVE TO BE CONSIDERED BY BOTH LOCAL AND NATIONAL OFFICIALS The interest of the people should be the paramount consideration of all government officials in the conduct of the affairs of the government. This is because the govemment is a mere creation of the people. As the government is established for the attainment of the common good, it has to work for the promotion of the people’s welfare through programs and activities responsive to their needs. Considering the conservation and developinent of the national patrimony is a constitunional mandate, the government has the moral obligation to conserve and develop everything that belongs to the Filipino nation -the county’s natural resources, custom, traditions, and ideals. It is imperative that the government guard and preserve the independence of the country for the people to enjoy their basic freedoms and liberties, as well as the other blessings of democracy.
