a. Residents of a defined area are encouraged to get together and act as the eyes and ears of
the police. This requires a certain amount of vigilance by residents looking out for suspicious
characters and vehicles, and then informing the police;

individual code. This is intended to deter thieves and to facilitate
identification and return of stolen property;

Why is it important?
Best practices are important for processes that you need to
work correctly. They are simply the best way to do things
and have been worked out through trial and error, and are
found to be the most sensible way to proceed.
