TYPES OF NATALISTS

POLICY
PRO-NATALIST POLICY

Pronatalist pressures are the result of policies or

cultural beliefs aimed at increasing the birth rate or
maintaining a high birth rate by placing pressure on
families to have more children.
They are found in countries with either very slow
natural increase or natural decrease and in areas with
ageing populations.
COUNTRY WITH PRO-NATALIST POLICY
(ITALY)

The current population of Italy is 59,028,024 based on projections of the latest

United Nations data. The UN estimates the July 1, 2022 population at
59,037,474.

Many areas of Europe have a low fertility rate because of the following reasons:
• education - people are more aware of the availability of contraception and
consequences an unplanned pregnancy can have on their career
• women in careers - Women may choose to follow their career choice rather
than start a family while young
• later marriages
• state benefits - couples no longer need children to help care for
them when older
• Italy is a country which has a fertility rate of only 1.33 so
therefore it tries to encourage people to have more kids
WHAT WAS THE POLICY
• Italy introduced Pronatalist policy in 2003. This included the Italian
government offering a one-time payment of €1000 (£700) to couples who
have a second child. Women in straightened economic circumstances could
also receive €250 to €300 a month for up to 6 months before giving birth.
This applied to single women with an income of less than €25,000 a year or
those who are unemployed /working on temporary contracts, with a family
income of less than €40,000 a year.
ANTI-NATALIST POLICY

Its main aim to encourage people to plan smaller families,

lower fertility rates and reduce the number of births. These
tend to be found in countries with high birth rates and
rapidly growing populations.

If the birthrate in a country is too high, there will be many

children, which will lead to a population explosion and a
very rapid population growth – which may not be
sustainable in terms of space or resources necessary.
Hence a government might decide to introduce an anti-
natalist policy to bring the birth rate down.
