HISTORICAL BACKGROUND
1972- 1980 – The period of the new Society started

September 22, 1972 became the official date that Martial Law was
established and the day that the Marcos dictatorship began.
The New society tried to stop Activist or those writings giving influences
on the morals of people

What is MARTIAL LAW?
• Martial law is an extreme and rare measure used to control society during war
or periods of civil unrest or chaos.
Martial law is the imposition of military power over designated regions on an
emergency basis.
Martial law is usually imposed on a temporary basis when the civilian
government or civilian authorities fail to function effectively (e.g., "maintaining
order and security, or providing essential services), when there are extensive
riots and protests, or when the disobedience of the law becomes widespread.
Fundamentally it is a requirement put on civilian government when they fail to
function correctly.
Why did Marcos declared ML?
September 23,1972, President Ferdinand Marcos announced
that he had placed the entirety of the Philippines under martial
law, through Presidential Proclamation № 1081, which was
dated September 21, 1972. This marked the beginning of a 14-
year period of one man rule which would effectively last until
Marcos was exiled from the country on February 25, 1986,
Marcos retained virtually all of his powers as dictator until he
was ousted by the EDSA Revolution.
◦ When he declared martial law in 1972, Marcos
claimed that he had done so in response to the
"communist threat" posed by the newly founded 
Communist Party of the Philippines (CPP), the
sectarian "rebellion" of the 
Mindanao Independence Movement (MIM). and the
Muslim separatist movement of the 
Moro National Liberation Front (MNLF).
News and Radio
◦ Department Order No. 1 required all news outlets to
assist in the administration of martial law by only
reporting news that had positive national value.
Presidential Decree No. 191 require all news
agencies to get clearance from the Media Advisory
Council (MAC) before publishing or airing any
content
Human Rights
◦ Based on the documentation of Amnesty International,
Task Force Detainees of the Philippines, and similar
human rights monitoring entities, historians believe that
the Marcos dictatorship was marked by 3,257 known 
extrajudicial killings,35,000 documented tortures, 77 '
disappeared', and 70,000 harassment

He is a Filipino writer, teacher,
linguist and lawyer. Ponciano Pineda is
considered as the "Father of the
Commission on Filipino Language" for
his promotion to establish a commission
based on Section 9 of our Philippine “Pagpupulong: Mga Tuntunin At
Pamamaraan,”
Constitution. “Pandalubhasaang Sining Ng
Komunikasyon”

Although there was no formal study in
writing, he was able to write and contribute
to Filipino literature beautiful poems, short
stories, novels and essays. His poems

Jose Garcia Revelo (August 5, 1908 – February 7, 1997)
Was a Filipino poet, literary critic, short story writer,
and painter. He was awarded the 
National Artist of the Philippines title for literature in
1973,as well as the Guggenheim Fellowship in creative
writing by Conrad Aiken.[4] He is known to have
introduced the "reversed consonance rhyme scheme" in
writing poetry, as well as the extensive use of punctuation
marks—especially commas, which made him known as
the Comma Poet.He used the pen name Doveglion (derived
from "Dove, Eagle, Lion"), based on the characters he
derived from his own works. These animals were also
explored by another poet, E. E. Cummings, in "Doveglion,
Adventures in Value", a poem dedicated to Villa

PALANCA AWARDEE
The period of the New Society started on
September 21, 1972. The Carlos Palanca
Awards continued to give annual
awards. Almost all themes in most writings
dealt with the development or progress of the
country –like the Green Revolution, family
planning, proper nutrition, environment, drug
addiction and pollution. The New Society tried
to stop pornography or those writings giving
bad influences on the morals of the people. All
school newspapers were temporarily stopped
and so with school organization.
