• no one is above the law
• impartiality of fair legal framework

RULE OF LAW
• public information about decision-
making process and
implementation especially to those
directly affected

TRANSPARENCY
• institutions and processes try to
serve all stakeholders within a
reasonable timeframe

RESPONSIVENESS
• mediation of different interests and
viewpoints to reach a broad consensus
in the society
• mechanism for conflict-resolution

CONSENSUS-
ORIENTED
• produce results that meet the needs of
society while making the best use of
resources at their disposal

EFFECTIVENESS &
EFFICIENCY
• ALL members of the society must
be considered in policy-making
• No one should feel alienated
• Those who have less in life should
