INTRODUCTION
•The Union Budget of India, also referred to as the Annual Financial
Statement in the Article 112 of the Constitution of India, is the annual
budget of the Republic of India.

•A budget is a financial plan for a defined period, often one year. 

• It
is the sum of finances allocated for a particular purpose and the
summary of intended expenditures along with proposals for how to
meet them.

Halwa Ceremony and Budget Briefcase…
• Halwa (a sweet dish) is prepared in large quantities
and served to the officers and support staff by the
Finance Minister. This ceremony is performed as a
part of the Indian tradition of having something sweet
before starting an important work.
• Until 2018, as a part of tradition, Finance ministers
carried the budget in a leather briefcase. The tradition
was established by the first Finance minister of India,
Mr. R K Shanmugam Chetty. On 5 July 2019, Nirmala
Sitharaman, broke this tradition by carrying the budget
in a Bahi-Khata.

BUDGETING PROCEDURE
STEP 1:
The Finance Minister presents the Budget in Lok Sabha.
STEP 2:
Presentation of FINANCE BILL and general discussion.
STEP 3:
Demand grants voted and APPROPRIATION BILL introduced.
STEP 4:
FINANCE BILL discussed and passed.
STEP 5:
BILL passed to Lok Sabha and Rajya Sabha and finally
sent for President’s assent.
STEP 6:
Execution process starts….
