AIM & OBJECTIVE
There is a need within a community to gather to stay. Hijra community centers allow
for an educational outreach that helps educate and unite This understanding helps blur
differences and brings a greater
level of understanding and interaction with each other and to break the stereotype

Community neighbourhood centre help engage a community of diversity and all ages.
By doing this it will unite the community and benefits from a more active and
personal connection with those in their community. This type of use will only
strengthen the inferiority of hijra.

They should be innovative and responsive to the communities with the sense of
belonging

SMILE includes two sub-schemes - ‘Central Sector Scheme for Comprehensive Rehabilitation for Welfare of
Transgender Persons’ and ‘Central Sector Scheme for Comprehensive Rehabilitation of persons engaged in the
act of Begging’.
The Ministry of Social Justice and Empowerment has formulated an umbrella scheme “SMILE - Support for
Marginalized Individuals for Livelihood and Enterprise”. This umbrella scheme would cover several
comprehensive measures including welfare measures for both transgender persons and persons who are engaged
in the act of begging with focus extensively on rehabilitation, provision of medical facilities, counseling,
education, skill development, economic linkages etc. with the support of State Governments/UTs/Local Urban
Bodies, Voluntary Organizations, Community Based Organizations (CBOs) and institutions and others.

The financial allocation of Rs 100 crores for the period 2021-22 to 2025-26 for the scheme.
SUB- SCHEMES 
SMILE includes two sub-schemes - ‘Central Sector Scheme for Comprehensive Rehabilitation for Welfare of Transgender Persons’ and
‘Central Sector Scheme for Comprehensive Rehabilitation of persons engaged in the act of Begging’.
SCOPE OF COVERAGE
Pilot projects have been initiated on Comprehensive Rehabilitation of Persons engaged in the act of Begging in ten cities namely Delhi,
Bangalore, Chennai, Hyderabad, Indore, Lucknow, Mumbai, Nagpur, Patna and Ahmadabad which provide comprehensive measures
including survey and identification, mobilization, rehabilitation, provision of medical facilities, awareness generation, counseling,
education, skill development and sustainable settlement of persons engaged in begging.
Scheme provides for the use of the existing shelter homes available with the State/UT Governments and Urban local bodies for
rehabilitation of the persons engaged in the act of Begging. In case of non-availability of existing shelter homes, new dedicated shelter
homes are to be set up by the implementing agencies.

JUSTIFICATION
There is a clear need for not only personal support through relationships but also
opportunities to connect back to the community with social educational outreach
programs and the administration tasks that are involved with that. This community
outreach will allow for a facility that will open itself to everyone .
It will serve as a gather-ing space for neighbourhood groups of hijras , non-profits as
well as those activities stated earlier. The need for community spaces like this is to
allow for the promotion of greater diversity in culture and will allow for people and
the spaces they live to grow and evolve through connection and understanding.

CLEARS WELFARE POLICY
•The government will provide pensions, ration cards, housing sites and build toilets at
public places for transgenders, besides providing scholarships and subsidised
healthcare.
•In April this year, the Chandrababu Naidu government announced Andhra Pradesh
Hijra Welfare Board to look into the welfare of the transgender community and
prevent them from being subject to sexual, mental and physical harassment, besides
social neglect and being ostracised by the society.(PTI FILE

•The Andhra Pradesh cabinet on Saturday approved a policy for the social upliftment
of transgenders in the state by offering them pensions, ration cards, housing sites and
other financial assistance for business activities

•As per the transgender policy, the government will provide an amount of Rs 1,500 per month
to each transgender above 18 years of age towards social security pension. The scheme will
benefit an estimated 26,000 transgenders in the state.
•“The cabinet discussed in detail the transgender policy, which would be kept online. We shall
seek suggestions from a cross section of society on how to improve it and incorporate any
other provisions so as to fine tune it,” Information and public relations minister Kalwa
Srinivasulu said.
•According to the policy, the government will construct special toilets in public places, like
malls and cinema halls, for transgenders.
•They would be provided with ration cards and house sites, besides scholarships for education
and subsidised bus passes for transgender students on par with other students.

•“The government would also facilitate grant of loans by banks to help them start small
business activities. It will also take care of their health by providing subsidised healthcare
through AROGYASRI SCHEME,” the minister said.
•A policy for transgenders was mooted in September this year, when chief minister N
Chandrababu Naidu announced a series of sops including pensions. The cabinet gave the nod
to the policy on Saturday.
•In April this year, the Naidu government announced Andhra Pradesh Hijra Welfare Board to
look into the welfare of the transgender community and prevent them from being subject to

•The board is expected to be run by direct democracy and intends to provide trans people
access to government welfare schemes. Karthik Bittu Kondaiah, an associate professor at
Ashoka University, told The News Minute,
•“It should cater not only to visible trans women but also to trans men, gender fluid trans
persons and give the minorities in the transgender community an opportunity to study
or work… A welfare board is a government institution. It should not be in any way a
hierarchical structure. I hope that the welfare board will serve the young members of the
community irrespective of their identities.”

‘Bonochhaya’ is an exclusive housing project themed around the heritage of


Shantiniketan, which as a place, is a tribute to the legacy of Rabindranath Tagore.
It is a project for a luxury retreat with a rural, nature-inspired flavour.

• Built as the client Interaction zone for ‘Bonochhaya’, the experience centre for this development is designed to
bring out all these aspects and more. It consists all essential functions of meeting spaces, presentation areas,
discussion zones, set in the environment showcasing the local flavour as a unique selling feature of the project.
• Nature, romanticised through the emphasis on sitting in the shade of trees, is an integral part of the design and
is woven in through its conceptualisation. The glass waiting lounge overlooking the open-to-sky deck invites
one from the street to taste the environment created through these green connections.
