i. b. Transmission UFG losses remained within


the limit until the problem of illegal taps by
locals/mob arose in Karak area.
c. These losses are owing to poor law and
order situation of the area. There is no UFG
loss on technical grounds in the Transmission.

Illegal taps for theft of gas by locals/miscreants started in
the Year 2014 on
 12″ dia. Kharappa – Manjowal Pipeline (52.47
Miles)
 10 ″ dia. Gurguri – Kohat Pipeline (30.17
Miles)
 8” Kharappa - Shakardara (15.85 Miles)

• Moreover, the locals resort to forcible/illegal


pressure enhancement from our 13 Nos. Sales Meter
Stations (SMSs) on above pipeline segments through
tampering of gadgets.

•Operations for removal of Illegal taps (84 Attempts.)


•Modification work carried out Kharappa Valve Assembly to

 Assess the losses of Transmission Network in the area.

 Controlled supply of gas to 10” Kharappa-Gurguri and


10” Kharappa-Makori Lines.

• Insertion of sectionalizing valve at Zanaka for


the isolation of affected segment from gas
sources to ensure uninterrupted gas supply
from OGDCL’s Nashpa gas field.

• Insertion of 10” sectionalizing valve on 10”


Makori-Kharappa line at MP4.00).

Makori supply was shifted to MOL CPF/GPF and


keeping in view illegal taps between MP0.00
to MP4.00, sectionalizing valve was inserted
at MP4.00 to isolate the affected segment.
This resulted into 49% reduction of
volumetric loss from the subject pipeline.

• Controlled supply of gas at downstream from


Karak Valve Assembly.

• Feasibility/Designing of alternate route of 12”


x150 Km KAPCO to Bhakkar pipeline for
isolation of affected segment. The tentative
time for completion of proposed pipeline is
approximately 3 years & expected cost of
project is …………millions.

ADMINISTRATIVE

• Extensive Patrolling of Transmission network in


Southern Districts of Khyber Pakhtunkhwa.
• Voluminous coordination meetings & correspondence
with District, Divisional/Provincial Administration /DIG,
Kohat/DC/DPO Karak for provision of foolproof
security to control and hence eradicate the illegal re-
tapping issue in districts Karak /Kohat. However
number of times they refused to provide the security
due to their pre- occupation in diversified tasks
(Measles ,Polio campaigns etc.) pertaining to law
enforcement in the area.
ADMINISTRATIVE

• Keeping in view the immense resistance by locals


during removal of illegal taps, services of 16 Nos.
Policemen of district Karak Police were hired in 2015
mainly to:

• i) Escort Transmission crew during removal


operation.
• ii) Patrol the line and report any illegal taps.

ADMINISTRATIVE

• Lodgment of FIR against the miscreants


– 39 FIRs have been lodged.
– 143 Applications submitted for lodgment of FIR.

• Deputation of dedicated Law officer to ensure the


efficient pursuance of registered / pending FIRs
pertaining to illegal taps and their re-tappings in the area,
in association with dedicated Admin Officer at Kohat.

• Deputation of dedicated Admin Officer to enforce duty


roaster of FC troops and to control/manage movements
of hired vehicles and also maintain effective liaison with
FC officials of .

DEPLOYMENT OF FRONTIER CONSTABULARY (FC)

• Upon advice of the then CM Khyber Pakhtunkhuwa, hiring of FC


troops was planned.
• Services of 6 Nos. platoons of Frontier Constabulary (FC) were
hired from March, 2018 , comprising of 258 troops for

 Patrolling & Protection of


• 12” Kharappa Manjowal Line
• 10” Gurguri-Kohat Line
 Security of 13 Nos. SMS to avoid tempering of gadgets.
 Escort Transmission crew during O&M Activities.

DEPLOYMENT OF FRONTIER CONSTABULARY (FC)

• Moreover, the deployed FC troops in absence of policing


powers are unable to restrict the miscreants from the illegal
tapping at site. Therefore, Commandant FC has suggested us to
hire a dedicated Police Station having regular police force
dedicated for services required by SNGPL such as lodging of
FIRs and arresting of miscreants involved in illegal tapping.

• IG, Khyber Pakhtunkhwa was requested to extend necessary


assistance/cooperation for establishment of a Police Station
for SNGPL to curtail gas theft and enforcement of the Gas Theft
Control and Recovery Act, 2016.

DEPLOYMENT OF FRONTIER CONSTABULARY (FC)

• District Police Officer, Karak through letter No:


436/PO, Karak dated: 11.01.2019 provided us a cost
estimate amounting to Rs. 83,689,831/- for
establishing of a dedicated police station for SNGPL
in Khyber Pakhtunkhwa province.

IMPACT

• Technical losses are almost zero/negligible.

• Transmission has only administrative issues in the


area (Illegal Taps/forced pressure enhancement from
SMSs).

• All taken administrative steps could not produce


desired fruitful results due to deteriorated law and
order situation of the area, which is already admitted
by the CM Khyber Pakhtunkhuwa.

3. IV. TECHNOLOGY INTERVENTIONS AND
INTERNATIONAL BEST PRACTICES FOR REDUCING UFG

iv. Transmission UFG losses are in lieu of poor law


and order situation in the Oil and Gas producing
Southern Districts of KPK. The root cause of
these losses is the poor administrative control at
the law enforcing agencies end (District
Administration, Police, FC), politicization of
issue.

3.IX. PAYMENT TO FC PLATOONS
& LIST OF LINE WALKERS

• An amount of Rs. 99,504,000 has been paid to FC


for March 2018 to February 2019 against hired
troops.

• Payment of an amount of Rs. 39,570,000/- for


March 2019 to June 2019 is in process (inclusive
of arrears).
