BRIEF HISTORY OF GAS LOSSES DUE TO
ILLEGAL TAPS
• Illegal taps for theft of gas by locals/miscreants started in the
year 2014 on 12″dia. Kharrapa-Manjowal line.
• Later on also carried out on 10″ dia. Gurguri-Kohat pipeline.
• Around 75 No. villages are involved in theft of gas including
Kanda Karak, Bogara, Khamidan, etc upto Kurrum River in
Districts Karak & Bannu.
• After drastic control of gas loads from SMSs, the locals turned
to aggressive tappings on Transmission lines to meet their gas
demands.

• As a result of these illegal gas use, Transmission’s UFG breached


0.50 % limit allowed by OGRA.

• Illegal taps carried out by locals/miscreants for theft


of gas through mob are using illegal taps for;
 By-passing sales meter stations by connecting
Transmission network directly to Distribution
network.
 Supplying gas to their own laid illegal network in
the areas where Distribution Network is not
available.

• Transmission Losses have been reduced considerably in current FY in


comparison of previous year. The 06 Months data in this respect is
given below:

• Current segment-wise transmission losses is tabulated below:

EFFORTS/PROGRESS TO REDUCE/CONTROL UFG LOSSES

TECHNICAL
• Continual removal of illegal taps/uplifting of illegal network conditional with
provision of security.

3. Length of illegal network uplifted till 07.02.2021. 79 Kms.

• Efficient/effective handling of emergency for repair of leaked illegal taps.
• Controlled gas packing is being carried out from Karak V/A (MP19.60).
• The pressure profiling/reduction/shutdown at 15 No. SMSs.
• Round the clock placement of repair teams for illegal tap removal and
extensive ROW patrolling (day/night) by Executives/subordinate staff with
FC/Police.
• Phase-I of the project for extension/rehabilitation of gas network in high UFG
areas of District Karak amounting to Rs. 1.945 Billion is in progress.

• System modifications/up-gradations work carried out to record/control the


gas losses (UFG) are given below:
i. Insertion of 04 Nos. sectionalizing valves at villages Zanaka, Chokara &
Landi Jalandhar (MPs 6.75, 28.30 & 41.00) on 12″ dia. Kharappa-
Manjowal pipeline.
ii. Installation of measurement facilities at Kharappa & Manjowal valve
assemblies for re-conciliation of gas losses.
iii. Installations/upgradations of regulation facilities at Mid Point V/A
Karak, SMS Lucky Cement and SMS Bannu.

EFFORTS/PROGRESS TO REDUCE/CONTROL UFG LOSSES

ADMINISTRATIVE
• Deployment of hired Police (16 Nos.) w.e.f April 2015 to March 2018.
• Deployment of 06 Nos. Platoons of Frontier Constabulary (FC) w.e.f March
2018 to April 2020.
• Presently, 03 Nos. platoons of Frontier Constabulary (FC) are in place.
• Placement of 40 Nos. District Karak Policemen to SNGPL for removal of
illegal tapping operation and joint night patrolling with SNGPL/FC.
• Hiring of Dedicated Police Stations (02 Nos.) for SNGPL is underway
(TORs are in approval stage).
• 36 Nos. Frontier Corps men have been mobilized and their deployment at is
in progress. The cost estimate of the expenses (24.485 Million/month) has
been received on 03.02.2021 for SNGPL’s Management review/approval.
• Voluminous correspondence with Federal/District/Provincial administration,
Police, Peshawar High Court, security agencies etc. since inception of the
issue.
• Lodgments of FIRs/applications & vigorous pursuance .

CONSTRAINTS

• No assurance/consistency for provision of security cover for illegal


tap removal operation.
• Recurrence of illegal taps within no time due to failure to safeguard
the network by law enforcement agencies.
• Influence of areas notable/committees (Khatak Itehad etc.).
• Power generation on gas due to aggressive load shedding by WAPDA.
• Mob attacks in certain areas, on repair teams are not in control of
Police.
• Supply of gas to M/s Lucky Cement, in compliance of Peshawar High
Court interim order from 06:00 PM to 06:00 AM.
• 12” dia. Kharappa-Manjowal line is the sole carrier for supply of gas
to consumers in settled area i.e. Districts Bannu, Lakki Marwat, Tank,
D.I. Khan upto Bakhar.
ONLY SNGPL AT THE LOOSING END

• E&P companies like MOL & OGDCL etc are direct beneficiaries in shape of
sales of gas/petroleum products in bulk without any loss.

• Federal and Provincial Governments are the direct beneficiaries in shape of


receiving Royalty, Sales Tax and Social Development Funds etc.

• Society by itself is beneficiary in shape of getting gas facility to theft and


meeting all utilities, Job opportunities provided by the E&P companies,
utilization of Social development funds for infrastructure development,
improving quality of life of the locals and access to business opportunities.

WHEREAS;
• Only SNGPL is suffering huge financial loss in the entire Oil & Gas
producing belt in spite of huge investments.

WAY FORWARD
Short Term Strategy
1. Daily disconnection operations of illegal taps conditional with the provision
of foolproof security cover by District Police and FC.
2. Uplifting/removal of illegal network.
3. Safeguard/vigilance of network through FC/Police to prevent recurrence of
illegal taps.
4. Tangible actions against miscreants/locals involved in theft of gas by Police.
5. Efforts against Gas Theft including permanent sealing of the Plaster of Paris
factories (POP), commercial and power generation units with the assistance
of District Administration.
6. Provision of legal domestic/commercial/industrial connections.

Long Term Strategy


7. Timely completion of Network Extension /Rehabilitation Projects.
8. Provision of legal connections in the area.
9. Establishment of Industrial Zones in the Oil and Gas producing areas by
Government to generate employment opportunities for locals and to
flourish SNGPL Business in Bulk without loss.
CONCLUSION

•Gas losses/theft is purely an ‘Administrative Issue’


due to the loose writ of the state which is beyond
SNGPL’s control.

•It can only be controlled/resolved by the


establishment of writ of State through Provincial
Administration, Law Enforcement Agencies, Police &
Frontier Constabulary (FC) etc., and last but not least
effective support of Local.
