Authority to Operate issued for the Years 2020 to 2021

Subject PROVISION OF TRANSITION PERIOD FOR AUTHORIZED PRIVATE

MOTOR VEHICLE INSPECTION CENTERS

Pursuant to the Private Motor Vehicle Inspection Centers-Authorization Committee

(PMVIC-AC) Resolution No. PMVI C-2021-VAR-01 dated 29 October 2021, and in view of the
unavoidable disruptions in the full implementation of the National Motor Vehicle Inspection
System (MVIS) Program caused by the current pandemic, a "Transition Period" of three (3)
years, covering the years 2020 to 2022, is hereby provided/granted to all authorized PMVICs
with Certificate of Authority to Operate with a validity of five (5) years issued during the
period 2020 to 2021 pursuant to Memorandum Circular No. 2019-009 dated 13 March 2019
(Revised Guidelines on the Authorization of Private Motor Vehicle Inspection Center).

Thus, the five (5) year validity of their Certificates of Authority to Operate shall now
commence in January 2023.

However, aJJ authorized PMVJCs covered by the "Transition Period" shall comply with the
following:

a. Submission to the Motor Vehicle Inspection System-Project Management Office

(MVIS-PMO) of Annual Audited Financial Statements for the period covering the years
2020, 2021, and 2022;
b. To provide during the "Transition Period" free re-testing fees for motor vehicles that
failed the MVIS inspection tests; and
c. To collect inspection fees in accordance with the Schedule of Fees prescribed by the
Land Transportation Office (LTO).

Finally, all authorized PMVICs entitled to the "Transition Period" should have paid the annual
fee of Thirty Thousand Pesos (Php30,000.00) required under Section 13 of Memorandum
Circular No. 2019-009.
