SUBJECT DECOMMISSIONING OF STRADCOM L TO-ITS DRIVER'S

LICENSE MODULE

Memorandum Circular 2022-2303 (see attached) which was released at the start of January
2022 provided guidelines to the concerned LTO Offices pertaining to issuance and renewal
of driver's license shall be performed and completed in the LAND TRANSPORTATION
MANAGEME NT SYSTEM or LTMS .
The effectivity of this Memorandum Circular was January 10, 2022, however, it was noticed
that the set guidelines have not been strictly followed. In this regard, the following
clarifications/changes on the guidelines are hereby discussed:

This is to fonnally announcl? . that the Land Transportation Office (LTO) is finally
decommisslon·ing lhe STAADCOM 1-TO-lTS DRIVER'S UCENSE MODULE on December
31, 2021. In this regard, A LL transactions pertaining to issuance and renewal of driver's
license shall be performed and completed in the LAND TRANSPORTATION· MANAGEMENT
SYSTEM or LTMS.
