SUBJECT SPECIFICATION AND CLASSIFICATION OF NWOW ERV

Pursuant to the provisions of Section 8, Article II of Republic Act No. 4136 on the
Uniformity of Registration Fees and Classification, and Section 5 of Republic Act No.
8794 on the Reclassification and New Models of Motor Vehicle, all manufacturers
and/or assemblers of motor vehicles, prior to the introduction of a new model motor
vehicle, shall submit the specifications of said model to the Land Transportation Office
which shall determine under what schedule of registration fees or classification the said
model should fall. Below are the specifications of the subject model based on the
inspection conducted at the North Motor Vehicle Inspection Center (NMVIC), to wit:

Based on the inspection and operation conducted and the manufacturer specifications
submitted, the NMVIC finds that NWOW EVR falls under the category L2a (e-moped) of
LTO Administrative Order No. 2021-039. Hence, registration of the unit and driver's
license of the driver are not required. Operation of this unit shall be limited within or
along private and barangay roads. It can pass main thoroughfares/national roads and
other type of roads for the purpose of crossing only when the road/lane it is allowed to
traverse is divided by the former and shall yield the right of way to all oncoming traffic
that constitute an immediate hazard . It may be operated along bicycle lanes considering
their limited speed.

Drivers/riders are required to wear protective helmet similar to those designed for
bicycle riders when driven on the road. Lastly, they shall not be used for public transport
purposes, otherwise, it will be subject for apprehension and shall be treated under
IV.1.a of DOTC JAO 2014-01.
