SITUATION
• In the past, the PNP adopted various anti-criminality
strategy to promote public safety.

• However, most of the strategies are unsustainable


because they were just revision of concepts from
other countries and not suitable in the Philippines.

• It is along this line that a peacekeeping concept


responsive to the unique peace and order condition in
our country were crafted. It is called ‘BARANGAY
PEACEKEEPING OPERATION’…
RATIONALE
The community relies upon
the police for protection.
And the police relies upon the
community for support.
CORE CONCEPT
It shall entail the PNP members to lead in
the fight against all forms of criminality
issues/concerns distinct to their area of
responsibility through active citizens
involvement and community empowerment.
GENERAL OBJECTIVE
To establish an effective
community policing machinery
through community
partnership
CONCEPT OF OPERATION
The PNP shall adopt the basic concept of Barangay
Peacekeeping Operation through the employment of
Barangay Peacekeeping Action Team (BPAT).

The BPAT shall be composed of different sectors in


the community (youth, women, transport, peasants,
farmers, laborers, etc) with the inclusion of tanods as
force multipliers.

They shall be under the supervision and control of


the lowest PNP unit in the locality known as the
Police Community Precincts.

• The BPATs, as the main actors, shall conduct
community-based activities and information
campaign in support of the PNPs anti- criminality
effort, disaster management and control program, and
other public safety program.

• A Barangay Peacekeeping Desk (BPDs) shall also be


established at the Police Stations, PCPs, and/or
Kababayan Centers. (Place of meeting to discuss peace and
order problems & other matters of common interest)

• The BPATs shall also function for environmental
protection and on-the-spot conflict resolution in the
community.

• Any case that will require hearing or falls within the


auspices of the Barangay Justice System shall be
referred to it and subsequently reflected in its
logbook. Cases which need police intervention must
be acted upon by the police immediately.
In this endeavor, the guiding
principles shall be the AOM

1)Awareness

a. This is geared towards making the internal audiences


particularly the Lead Operators (PDs, CDs, and COPs) as well as
PNP Supervisors, aware of their roles and responsibilities in
Barangay peacekeeping and internal security operations,
particularly in the conduct of community-based activities and
information campaign. This effort should be carried out through
enhancement seminars and other related activities.

b. Being vital stakeholders and as external audiences, this


is likewise aimed at making the BPAT components (Barangay
Officials, Tanods, CVOs and other Force Multipliers) aware of
their roles and responsibilities in the same endeavor. This effort
should be carried out through dialogues, pulong-pulong and other
related activities.
Awareness concept must involve information advocacy
and psychological intervention.
2)Organization

BPAT, being the main operators of barangay peacekeeping


and internal security operation shall be the core group composed
of different sectors. They shall serve as the primary force
multipliers of the police in crime prevention and anti-insurgency in
CT cleared areas

The basic organized sectors of the community shall include


the tanods, farmer/peasant sector, women sector, transport, fisher
folks, labor and the students/youth sector parallel to those of the
insurgents.

This effort shall include the conduct of seminars, trainings


and similar undertakings to heighten the involvement of the
organized individuals in worthwhile community undertakings.
3)Mobilization
It encompass the deployment of the organized sectors that shall
constitute as a people’s organization, to participate in community-based activities,
crime-prevention dealings, pro-democracy rallies and assemblies, rescue and relief
operations, medical/dental outreach services and similar endeavors.

The core components of BPATs shall also maintain a strong link with
other concerned stakeholders such as the LGUs, NGOs and more particularly the
local Peace and Order Councils (POCs) to elicit their involvement in community
peace and development programs.

Sectors of the community shall be organized to constitute the people’s


organization tasked to conduct information campaign and propaganda/counter-
propaganda activities.

It is emphasized however that the conduct of the Community Relations
activities shall not be done on a one-time approach, that is, leaving a particular
area/barangay after completing one cycle of the awareness-organize-mobilize
undertaking. Follow-up efforts shall be undertaken in the form of regular visitations of
the areas/barangays by the BPATs under the supervision of PNP personnel in order
to sustain, enhance and strengthen the gains made in the initial phase of the
endeavor.

Law Enforcement
It is the forefront of the Criminal Justice
System. A process of gathering evidence, arresting
the offenders, investigating them, and filing
appropriate charges before the prosecutor or
court. In some cases, it is a stage of doing things
to prevent crimes.
Community Organization
Organization and accreditation of groups
and allies within the various sectors of the
community that can be tapped to assist in
the conduct of enforcement and other public
safety concerns.
Disaster Mitigation/Relief &
Control
It seeks to improve measures
relating to prevention, mitigation,
preparedness, emergency response,
and recovery.
Environmental Protection
Initiates and performs programs/activities
relating to environmental concern such as
community cleaning program, coastal
cleaning, reforestation, waste management
activity, and the like.
BARANGAY JUSTICE SYSTEM/
CONFLICT RESOLUTION

Amicable settlement of issues/disputes


wherein the conflicting parties who are residents
of the same or adjoining Barangay are encouraged
to make mutual concession to obtain a peaceful
resolution of the disputes without formal
adjudication thereof.
