Background of Allied Health Professional courses
in Pakistan.
 This segment of healthcare was absent from Pakistan. Keeping this scenario in view
CAHSP took initiative during 90s to introduce these professions; distinct from
Medical Doctors Nurses and pharmacists.
 Government of Punjab realized that Allied Health was an essential segment but
missing from national health care, During 1999 Granted an NOC to AHS pilot project
as a result of CAHSP efforts.
 Curricula of such Degree courses were submitted by CAHSP to Punjab University for
scrutiny and approval. After approvals PU ask CAHSP to apply for affiliation to start
teaching.
 On the other hand, first ever proposal of AHS teaching institution was sent for
approval to Government of Punjab Health Department and PMDC for Permission to
introduce such degree courses with an understanding to run under management of
CAHSP. However an NOC was granted to Children Hospital Lahore to start Courses
introduced by CAHSP at University of Punjab.

 The “Only” AHS institution was facing resistance due to lack of awareness even among
Medical Professionals regarding its significance till 2005 earth quick.
 Medical teams from many countries arrived to help in AJK. Those teams pointed out
absence of AHS professionals and their recommendations in this regards were eye
opener for high government officials and Medical Professionals of Pakistan. Which
resulted in hasty actions without planning.
 Several Public and private institutions started AHS Courses after Government initiative
in 2007 and abruptly launched AHS programs without Appropriate Faculty, Curricula,
Training Resources which resulted inversely.
 what to talk of quality professionals and Improvement in quality services of health
care.
 In resent years Federal HEC took an initiative in collaboration with CAHSP to scrutinize
Universities running AHS courses.
AHS Education SENARIO at KEMU
 Vision Sciences Institute once called PIPO at KEMU fulfill most of essential
requirements of a professional degree level institute such as Curriculum, Faculty,
Preclinical training equipment and facilities, Library, Building, Budget.
 School of Physiotherapy also fulfill some of requirements such as Curriculum,
faculty, Preclinical requirements, Building, Library.
 KEMU started 16 AHS courses of similar degree level as a result of 2007
government pressure and hasty decision without fulfilling even the least
requirements.
 AHS students and their parents are being deceived in the name of prestigious
national institute who’s name was symbol of pride once.
 Training of Professionals at the University level in so called degree programs on
the patron of 1956 apprenticeship program which was launched for semiskilled
labor of factories.
 Corrective Measures needs to be taken by the visionary leadership of KEMU in this
scenario.
PROPOSED CONSTITUENT COLLEGE OF ALLIED HEALTH PROFESSIONS on
BUILT OPERATE, OWN and TRANSFER BASIS (BOOT)

 PROPOSED college will be a constituent college of KEMU.


 BUILT OPERAT OWN and TRANSFER to KEMU at the end of term.
 Phase-I
 Approvals, MOU, Contract between KEMU and IAHSP (Pvt) and Notification in favor of institute
of Allied Health Professions and Education Development.
 Phase – II
 Curriculum Development, Faculty Employment Contracts, Formulation of BoS-AHS, Admissions,
provision of Books, Required Preclinical equipment. Teaching will be Started in permitted
portion/Building for approx. five years.
 Phase –III
 Construction of Purpose built campus with preclinical requirements and AHS college will be
shifted to its Campus.
 Phase –IV
 College with purpose built campus will be transferred to KEMU administration after owning.
 Total BOOT tenure 15 years from first admissions till transfer

Objectives of Proposed Partnership

 To Prepare professionally competent Allied Health Care providers to cater


national needs of Health Care.
 Considering proportionate of youth in our society as compare to advanced
nations; Prepare and enable our youth, to serve, other ageing nations as well
with competence and Kindness “Khidmat me Azmat” and not only for
remittances but for other purposes Such as humanity, respect, honor.
KEY FEATURS OF PARTNERSHIP
PROPOSAL
 The Council (CAHSP) Shall develop resources required for training and education of
each degree course such as Specialized Professional expertise and supervision of hands
on Pre clinical and clinical training at the training facilities .
 Council shall Execute the institute through its Specialized Management, faculty, Staff
as well as Provide and install required preclinical training facilities, Library, Computer
as and when required in Program. to grant permission to run AHS Professional
degree(s) institution.
 The Specialized Health Department (SHD) shall Provide a Building with Water,
Electricity, Gas for a period of approximately twenty years to start, execute, Manage
and Maintain a highly specialized Institution without any interruption at JHL and
Clinical attachment with teaching hospital after completing pre clinical years.
 On Expiry of mentioned Period(20 years) SHD may further extend contract or claim its
building back. CAHSP will transfer this running institute with all installations in at the
end of contract. Council will do so without any claim of payment for any installation.
BENEFITS OF THIS PROPOSAD COLLEGE
 Proposed college will be a Self-Sustaining HRD program of key importance.
 No Financial burden on Government or National economy.
 The significance of such HRD projects is sky rocketing If Youth ratio in our
population is consider.
 This proposed College will help to overcome existing shortfall of quality
healthcare services which is dire need of the day and future as well.
 High quality developed human resource through this proposed college will not
only contribute for improvement in national Healthcare services locally but
also contribute in national economy through foreign exchange.
