Yogyakarta International Airport (YIA) is one of the National
Strategic Program for DIY’s long-term spatial plan (2019~2039).

Various studies and supporting programs have been implemented
under the initiative of DIY to design spatial plan/ infrastructures
considering the International Airport’s capacity in terms of
transportation of people and goods entering Kulon Progo.

3. POINTS TO BE IN MIND
(1) Kulon Progo is expected to contribute to realization of the
DIY’s mid-term development policy (2022~2027: three pillars)
and the long-term spatial development (~2039) as well,
(2) Kulon Progo accelerates the mid-term development
(2023~2026) by making use of the merits of YIA,
(3) The land use blocks designated by sector/ theme needs to be
elaborated in terms of contents to realize,
(4) Appropriate strategy should be designed as “stronghold” or
“philosophy” to be shared among the stakeholders.
(5) Appropriate time frame should be set along with the good

- In case of standard development projects (mass-production and
distribution bases), whether the land area is 1,000 hectares or
more is considered to be a breakeven point in profitability,
because it is necessary to equip onsite infrastructures and service
providing system, of which investment cost must be recovered.
- Considering the regional character of Yogyakarta, a variety of
activities are expected to be served to visitors coming from all
over the world by making use of the region's internationality, and
historical and cultural background, rather than developing
production and distribution bases being supported by large-scale
seaports like those in Jakarta, Surabaya, Semarang, etc.

3. KNOWLEDGEABLE PERSONS
- The Aerotropolis concept was formed and published under the
strong initiative of the Governor of DIY to drastically shift the
Kulon Progo from a conventional agricultural zone to an
international transportation hub where many people and goods
flow in and out for the purposes of tourism and business based on
modern agriculture and regional potential and wisdom.
- It is envisioned that the district could leap into a development
stage where its primary industries as well as natural resources
could be utilized in terms of business transaction and sightseeing
as well.

3. KNOWLEDGEABLE PERSONS
- Creativity and sense of affection are indispensable to make
products/ services that are attractive, amazing and prideful to the
people. With that in mind, under the intensive collaboration
among the stakeholders, strategic programs are expected to be
designed and implemented in/ out-side the Aerotropolis.
- As for the economic/ industrial aspects toward the future, it is not
necessary to introduce huge scale investment (like Jakarta or
Surabaya) considering the historical and geopolitical context.
Rather, creative economy and eco-friendly economy are more
suitable to develop in Kulon Progo, being underpinned by the
unique attractiveness of DIY.

(3) How does digital technology/ IT work to innovate
the socio-economic aspects?
- Digital technologies can transform markets and economic
opportunities. Digitalization of public sector operations and
services, together with development of digital industries and jobs
helps drive socio-economic development.
- It is estimated that 60 percent of global GDP expected to rely on
digital communication technologies in 2022, vulnerable populations
in both developing and developed countries who are unable to
connect to or use digital technologies risk being left behind in the
post-pandemic recovery.

(3) How does digital technology/ IT work to innovate
the socio-economic aspects?
- Rapid adoption of the latest technology by MSMEs is key to
unlocking the full potential of the Indonesian economy. Digital
technology and efforts in the agricultural sector, which accounts
for about 13% of the country’s GDP and almost one-third of
employment, will be essential for Indonesia’s economic
recovery.
- It is also estimated that encouraging the adoption of modern
farming techniques could generate up to 6.6 billion USD in
additional economic output annually through higher yields and 25

(4) When is the target year?
- A short period of about five years is appropriate for addressing
urgent issues, mainly physical ones such as infrastructure
development, building construction, etc.
- On the other hand, five years are too short if we aim to achieve
big goals/ something ambitious that require people to change
their mindset or paradigm, and to apply innovative technologies
in the related programs implementation.
- Achieving big goals would take longer time as including human
resource aspects. Empirically, a period of 20 years to 30 years
tends to be assumed in general but not limited to. 26

(5) What do we want to realize in the future?
- It would be suggested to set big goals in a global/ universal viewpoint,
under the assumptions that nothing is impossible to realize as far as
necessary resources are able to be arranged.
- Basic approaches for economic and industrial development could be
1) making use of the strength available in the region, and/ or 2)
taking measures to transform the weakness to attractiveness.
- Kulon Progo’s strength are YIA as a gateway connecting the world,
traditional agriculture, and abundant natural resources. On the
other hand, it is understood as weakness that there is nothing other
than YIA, and the agricultural and natural resources are not

(5) What do we want to realize in the future?
- Digital technology and IT are believed to bring about drastic
changes in society and economy.
- Such a wave of change (global digital revolution) will arrive in
Indonesia, DIY, and Kulon Progo with no exception, regardless
of the degree of progress.
- With the above in mind, as an option for setting long-term goals,
it is suggested to imagine how socio-economic activities and
urban life should be in the future in anticipation of the digital
revolution, which is expected to expand on a global scale by
2030. 28

- “Sense of affection are indispensable to make products/ services
