CHANGES-
ARCHITECTURE
AND BUILDING
RESTORATION
Matias Alexandru Panaitescu-Alegria
THE PROBLEM
WITH
ARCHITECTURE
IN ROMANIA

The main issue is that beautiful old

buildings are not being restored,
nothing is done about the ugly and
unsafe communist apartment buildings
and instead new futuristic buildings are
being raised with no context
whatsoever so the city looks random,
having no identity.

HOW BIG
IS THIS
PROBLEM
?
In the last 30 years, in
Romania there have
been built 1.2 M
buildings, that being
13,4% from the total of
9.1 M. The estimate of
b/y is 40.000, while
the restoration of
buildings is ignored for
the most part.
WHY IS IT A
PROBLEM?
Leaving aside the beauty aspect of the city there
is a safety issue, as old buildings that have not
been restored, or at least their foundation, have a
very high chance of collapsing when there is an
earthquake. Furthermore, most of them are
infested with bugs and rats, also the pipelines
and thermic systems are not working properly so
the living condition is nowhere near being good.
WHAT IS BEING DONE?
In 2021, the town hall of Bucharest
started a program with the purpose to
restore historic buildings in the capital.
Although as of now the impact has not
been major.
Sadly a lot of the restoration projects
come from regular people instead of the
government, and for them it's a lot harder
since it requires a lot of paperwork that
has been made difficult to procure.
MY SUGGESTIONS
• Firstly the government should not allow people to build any type of building in
every zone. There should be a strictly implemented urbanism plan that needs to be
followed so the city doesn't look as random and the buildings make sense.

• Secondly more measures should be taken about the dangerous buildings that people

live in so that everyone can have access to heat, water and safety. This can mean that
either the government can fix them or provide the owners with the money to do so.

• Thirdly there should be more laws involving restoration of old buildings such as
after a certain amount of time after the house is finished the government or
restoration companies have to do something about the building. Also the people that
want to start restoration projects should be encourage so it's not such a hassle to get
the papers, of course as long as they're qualified to lead the project.
