Need for Parking Regulations
 The phenomenal growth of motor vehicles in towns and cities has
brought to the for the problem of parking
 Safety, comfort and convenience of road users, including all kinds of
Motorists and pedestrians, demands a effective and a proper
regulation for parking.
Types of regulation
 Space Control
 Restriction on loading and unloading of commercial vehicles.
 Exclusive parking spaces for Taxis
 Reservation of bus curb space for bus stops
 Restriction of parking near intersections
 Limitation on curb parking and designation of parking places along the
kerb

 Time Control
 Peak Hour Parking Prohibitions.
 Parking control of fees.

 To achieve safe and efficient movement of traffic and prevent accidents.
 To prevent violation of traffic laws
 To take persuasive action to prevent road users from violating traffic laws.
 To punish those who violate the traffic laws.

Road Side Facilities and
Amenities
Roadside Facility means a facility constructed to support the highway
system.
Examples include Rest Areas, Welcome Centers, View Areas, Scenic
Overlooks, Ports of Entry, Chain-Up Areas, etc.
GENERAL PRINCIPLES
AND PURPOSES
o The parking shall be marked for the physically challenged at the ratio of
2:25 of the total number of parking.
o Two accessible parking lots with an overall minimum dimension of
3600 mm wide and 5000mm length (including aisle space), shall be
provided.
o There shall be directional signs guiding people to the accessible
parking.
o Dedicated parking slots at select stretches considering the traffic
requirements and importance of the road stretch.
o Mini amenity centres with public toilets and kiosks shall be provided
even at every 10km along by considering basic way-side amenities
provided at hotels and petrol bunkers
GENERAL PRINCIPLES
AND PURPOSES
o Modern amenity centres with toilet, refreshments, Wi-Fi facility etc
at distance of not more than 25 km.
o Based on demand assessment, organised parking space for auto/taxi
to be provided.
o Off-street parking for commercial vehicles should be provided.
REGULATORY MEASURES FOR
MOTOR CYCLE AND SCOOTER
RIDERS
 Motor cycle and scooter riders shall wear compulsorily crash helmets.
 All motor cycles and scooter shall be provided with a rear view mirror.
 All motor cycles and scooter shall have a screen provided on the rear
wheel to prevent loose garments getting entangled in the spokes.
 Not more than one rider and a pillion rider shall be carried on a motor
cycle or scooter
 A rider with a learner’s licence shall no carry a pillion rider.
 A foot rest shall be compulsorily provided for the pillion rider.
 The load projection on the sides shall be restricted to 0.5 m from the
longitudinal middle of the motor cycle, on the front to about 0.6 m from
the front wheel and on the rear to about 1.0m fom the rear wheel,
