•Introduction:
Global consultation on agricultural extension observed that monitoring and
evaluation are important, yet frequently neglected functions in most
organizations. Because these units may concentrates on problems, exposing
weakness and failures.. Instead, monitoring and evaluation should be used in
positive manner to improve extension performance and increase its efficiency.
Therefore attitudes about the use of monitoring and evaluation must be
changed to take its full advantage in strengthening extension’s performance
and impact. Monitoring and evaluation are described as the eves and ears of
the project management. They help in achieving the desired goal through an
appropriately designed project or programme. They are the management tools
for getting feedback information for effective management decisions. This
process when properly planned and executed contributes significantly for
effective extension programme and project. There are many possibilities of
integration of these issues for overall agricultural and rural development.
Considering these broad issues, a winter school on “Tools and Techniques of
Planning, Monitoring, Evaluation and Impact Assessment of extension
Programmes” has been proposed and approved by the ICAR to be conducted
at the department of Extension Education, C.P. College of Agriculture, S. D.
Agricultural University, Sardarkrishinagar, District- Banaskantha (Gujarat) from

13
Tick mark (√) the response that reflects your first reaction. There is no right or wrong
answer I do as a leader as per below
Frequency
• Score Up to 24 = Fair
• Score 25 to 36 = Good
18
Obstacles to effective time management
Unclear objectives
It is hard to accomplish
something when you are
not exactly clear about
what you want to
achieve?
19
Obstacles to effective time management
Disorganization
(Ineffectiveness)
It is not easy to see
when your desk is too
messy(disordered)
20
Obstacles to effective time management
21
Obstacles to effective time management
Interruptions
Calls can take you away
from your task. They
interrupt your chain of
thought and you can’t return
to where you were.
22
Obstacles to effective time management
Periods of inactivity
As much as we think we
are busy, there are times in
day when we are not really
doing anything.
Recognize and use of these
times
23
Obstacles to effective time management
• Specific
When a goal is too vague, you may
never know how to reach it?
• Measurable
When you have a goal that is
measurable, you will know how to
reach to the goal, and when you
will achieve it. 28
Prioritize
• Do things most important and you
should do yourself.
• Delegate (Hand over)-Do not try
to accomplish everything.
• Delay – Some thing can be wait. The
danger is delaying too many things.
• Delete- Not achievable or realistic or
that they are just not important.
29
Prioritize
30
Organize
32
Use your waiting time
• On public transportation
• At the doctor’s office
• Waiting for your plane
• When you are early
• Maintain a healthy
balance in life between
work and play.
• Reward the efforts of all
involved.
37
Common Time Management Problems
Procrastination (Delaying in Action)
• Procrastination : Putting off the
doing of something intentionally and
habitually.
• If you suspect yourself; ask yourself
why am I putting this off ? If there is
no reason. Do it. Do not confuse
reason with excuse.
• PROCRASTINATION is world’s
number one time waster. Throw out it
from your life. There is no time like
present to do any work.
Divide and Procrastination
• A father gave his son a bundle of sticks and
asked him to break it. After the boy
struggled, the father took the bundle, untied
it and broke one stick at a time.
• We procrastinate because the “A” tasks
seem too lengthy or too difficult
– Divide a lengthy task into smaller, shorter
parts that seem easier to complete
– Divide a forty page chapter into 10 page
sections.
Fear of Success and Failure
• We procrastinate because we
have fear of FAILURE.
It is easy to accept that we failed
because we didn’t even attempt a
project than to fail at doing the project.

The point is this:
Put the

in First
47
Be The Bunny
Just Keep
Going
And going
And going
And going
And going…
48
Don’t Forget
• Yesterday is a cancelled cheque,
Tomorrow is a promisory note,
Today is ready cash. Use it.
• Don’t let paperwork heap up.
• Do not postpone work.
• Identify your time waster and resolve to
eliminate them.
• Add times for relaxation and recreation
in your schedule.
49
Don’t Forget
• Learn to say “no.” It is not a crime.
• Plan the day.
• Don’t depend on memory. Keep a time log.
• Handle telephone properly. Don’t let it
become a nuisance.
• To the extent possible, handle a piece of
paper only once.
“It is not time which needs to be managed
it is ourselves to manage”
50
Review
• Set goals
• Prioritize
• Organize
• Learn when to say “NO”
• Use your waiting time
• Concentrate on the task at hand
• Consider your personal prime time
• Celebrate success
