NATIONAL YOUTH
COMISSION(NYC)
The National Youth Commission (Filipino: Pambansang Komisyon sa Kabataan), also known as
the NYC, is a government agency in the Philippines that specifically addresses issues surrounding
the Filipino youth. It was founded on June 30, 1995, via Republic Act 8044 or the "Youth in
Nation-Building Act of 1995". The main purpose of the Comission is to address explicitly issues
encompassing Filipino youth (15-30 years old). They envision the agency as “the voice and
advocate of youth” and they see it as a mission to promote sustainable development policies and
programs for and with the Filipino youth.

However, controversies regarding NYC’s alleged fund


misuse and problematic officials continue to arise.
In October 2018, the 12th National Youth Parliament, held
in Davao City in October 2018, was marred by a slew of
debacles. During the program's orientation, then-NYC
Chairperson Ronald Cardema was chastised for openly
accusing youth groups Kabataan Partylist and Anakbayan
and other National Democratic Mass Organizations of being
communist recruiters.
2020 Issue
◦ On March 23, 2020, the agency issued a statement expressing its support for the immediate
passage of a legislative measure granting then-President Rodrigo Duterte additional powers in
response to COVID-19. As the initial bill contained provisions deemed unconstitutional, this
drew criticism from youth and civil society groups. The agency's employee’s association,
NYCEA, issued a statement clarifying that the statement was made without consultation with
youth stakeholders or other NYC officials. In response, as stated in the NYC Memorandum
dated March 31, 2020, and April 13, 2020, NYC Chairperson Enriquez pressured the NYCEA
Board with disciplinary action for misconduct and insubordination.
◦ In June 2020, the agency's employees' association wrote to Duterte citing NYC Chairperson
Enriquez's "abuse and usurpation of authority, violation of the security of tenure, and
harassment."
In a 2022 audit report, the Commission on
Audit flagged the NYC under Ronaldo
Cardema for illegally funneling up to P2.714
million in 2021 to support the National Task
Force to End Local Communist Armed
Conflict. The funds were intended for youth
leadership development through the
Sangguniang Kabataan Mandatory and
Continuing Training Fund, as well as
Marawi City restoration efforts through
Task Force Bangon Marawi.
◦ This paper will focus on investigating the corruption case perpetrated by NYC. This issue immensely affects the Filipino youth for we
need a genuine representation that will echo our advocacies and the programs for the youth. Moreover, society is concerned that our
taxes go to genuine projects that will ensure our development and welfare, not to projects or agencies that endanger our well-being and
freedom. With this, the issue must be explored and the truth behind this controversy must be known to the public, more so because the
people who are involved in these issues remain free and are still in position today.

◦ The trails that we will be using are mostly paper, electronic, and human trails. In this paper the investigative journalists will try to find
documents that are relating to the issue of the Corruption of the National Youth Commission that are posted on the internet thus also
making it an electronic trail. For our last resort and the relatively reliable source that we can get are those of the human trails
composed of youth that are members of the commission and other government workers. For their protection, the journalist will ensure
media secrecy and censor their identities for the safety of the respondents.
