Can you dye black fabric white? 
No, People can't dye black fabric white. There is no dye made that
can change the black coloring of your clothing to a nice white
color.
The only way we know how to turn black fabric white is to use
one of the two following products or similar ones made from
different brands–
• Rit Color Remover
• Carbona Color Run Remover.
Rit color Remover
Rit Color Remover is a non-chlorine, reductive type of bleach that
will not damage or deteriorate washable fabrics as chlorine bleach
will. It is used primarily to remove or reduce color from fabric
prior to dyeing, creating a blank canvas for dyeing to a true color. 
 works on cotton, linen, silk, wool, ramie and rayon.
Carbona Color Run Remover
Ingredient: Less than 5% Non-Ionic Surfactants, Greater than
30% Reductive Bleaching Agents (Sodium Dithionite), Optical
Whiteners, Sodium Hydrosulfite, Sodium Carbonate,
Methenamine Perfumes, Limonene, Linalool.
 works on cotton, linen, silk, wool, ramie and rayon.
