What does this army weapon mean?

The Communications and Information Technology Directorate is the

specialised structure of the Defence Staff responsible for planning, organising
and coordinating the development of communications, information technology
and cyber defence systems and services for the realisation of NATO and EU
interoperable strategic and joint command, control, communications,
computers, intelligence, surveillance and reconnaissance capabilities in peace,
crisis and war.
 Areas of responsibility
 planning of communications and IT capabilities for systems development in the Romanian
Army;

 organisation of communications and information technology to support military actions at

strategic level, control and evaluation of their functioning;

 establishing specific rules and procedures for information management in the electronic
environment at the level of the SMAp and subordinate structures;

 coordinating the development of communication, information technology and cyber

defence systems and services for the implementation and integration of systems in the
Romanian Army;

 planning and conducting operations in cyberspace;

 management of the radio spectrum allocated to the Ministry of National Defence.
