STATEMENT OF THE PROBLEM
This chapter concise a description of a study to addressed on a condition to
be improved purpose, to identify and explain the problem/study.

1. What are the advantages of students staying inside the campus of Notre
Dame of Sto. Niño, Inc. during noontime?

2. What are the disadvantages of students going outside the campus of Notre
Dame of Sto. Niño, Inc. during noontime?
BACKGROUND OF THE PROBLEM
As a student, we agreed in this new policy of Notre Dame of Sto. Niño, Inc.
that No Going Out Policy Every Noontime for all Junior and Senior High School
students because of the following reasons: First of all, it is safer to stay at school
rather than leave just for lunch. From being around students all the time, we are
pretty sure that those students are going to rush out of the school as fast as possible.
They would go, get lunch, and then finish eating early. So, what do they do? They
start to mess around. And also, in some students, they would want to do something
bad, like fighting, or something conflict that is very dangerous, like smoking. But,
one thing every student knows is that they can never smoke in the school. The school
keeps most kids in line and on the right path.
Second, if a child leaves during the lunch hour, depending on what type of
person they are, they might not even come back. This prevents them from learning
what they need to learn so that way they can succeed. And also, it is very healthy
for the students like us that every students and teacher must inside the campus
during lunch time, although it may not seem that way.

In addition, we know that some students might say that leaving the school
teaches the child responsibility, but what about the risks? Of course, students need
a variety of food and they do need to learn responsibility, but they also need to be
safe.
Especially in high school, students would probably have their driver’s
license. If they leave campus to go to their favorite fast food store and they are
rushing, they would have the tendency to start speeding. This is extremely
dangerous because if the student gets into an accident they have a chance of
dying. But if they stay in the school during lunch, they would be much safer
because they will not be in a car while on campus. In addition, for school lunch,
you pay much less than you do at a fast food restaurant. This way, you save
more money, so you can buy things you need pertaining to your education.
THEORITICAL FRAMEWORK
Being able to leave for lunch might give students the freedom that they think
they deserve, but actually they are putting themselves in danger. Also, some teenagers
are irresponsible, reckless and not mature enough to handle the kind of freedom;
therefore, they become a liability to the school.

If students are able to leave, it puts them at risk in many ways, as it is

harder to regulate their safety and they may be attacked or hit by other vehicles while
walking or driving around. In the United States, there was research done examining
the difference in vehicles crashes for teens in counties with and without open-campus
policies during lunchtime.
The results showed how crash rates during lunch hours were significantly higher for
teenagers at districts with open-campus policies, also accounting how this district
had no elevated crash risk during other time periods. We clearly see how accidents
are a threat to the students' health if the open campus policy was allowed.

Opening the campus to all students every noontime gives them the advantage
and opportunity to do anything they please, putting in danger their families, the
school and most importantly the students themselves. The current students are the
hope for our near future and we need to find a way to nourish them the best we
possibly can.

IMPORTANCE OF THE STUDY
The No Going Out Policy every noontime helps to maintain a
secure environment not only for the students but also to the
individuals that works within the school premises. It helps to sustain
the welfare of the students which is the utmost priority of the
institution and prevents accidents to take place. Especially, during
these times where child trafficking and crimes involving in a particular
area is becoming rampant. Furthermore, this policy will put a stop to
the frequent absenteeism of students in the afternoon to go somewhere
for entertainment.
SCOPE AND LIMITATION OF THE STUDY
This study limits its coverage on the Junior and Senior High
School students of Notre Dame of Sto. Niño, Inc. Its main purpose is
to know the effectiveness of Implementing the No Going Out Policy
every noontime to the students. This study considers every
information that has an impact about the policy and its effectiveness.
And this study focuses on current Junior and Senior High School
students of the present school year, 2022-2023.

RESEARCH/INVESTIGATION/DATA COLLECTION
To collect data on the Effectiveness of Implementing the No Going Out
Policy Every Noontime to students, the researcher first utilized a survey
questionnaire that was designed to achieve the study's goal. The survey form or
questionnaire contained questions about the topic that was answerable by yes or
no. Second, the researcher conducted an online survey to the selected students of
Notre Dame of Sto. Niño, Inc. through messenger. After conducting the survey,
the researcher collected all the answers from the respondents. Lastly, the data
gathered from this study was then used for the analysis and interpretation of
data.

incidents involving students during noontime since the implementation of
the no going out policy?
Table 1 shows The Effectiveness of Implementing the No Going Out Policy
Every Noontime to the Students of Notre Dame of Sto. Niño, Inc. It indicates that
most of the items got the highest percent of yes answers (87.5% and above) except
for the item number 8. This means that the implementation of the "No Going Out
Policy" during noontime improved the students’ academic performance, there have
been fewer disciplinary issues with the students and a decrease in the students'
number of absences and tardiness. Students also reported feeling more focused and
productive during afternoon and the school seen an improvement in the overall
atmosphere and behavior of the students since the policy is implemented.
Furthermore, the school seen an increase in the number of students who bring their
own food and eat within the premises.
Most importantly, it is seen in item number 9 that 93.7% of the respondents
answered yes. Therefore, there's a decrease in the number of accidents involving
students during noontime, meaning the policy has a great impact to the safety of the
students.

However, on item number 6, 87.5% of the respondents answered yes which

means most of them expressed dissatisfaction or negative feedback regarding the
no going out policy during noontime for they cannot do whatever they want outside
the campus during lunch break. Regarding the item that got the lowest percent of
yes (9.4%) which is the item number 8, means that the implementation of the said
policy did not resulted in any significant changes in the school’s daily routine or
schedule.
SUMMARY/CONCLUSION
The implementation of a "No Going Out Policy" every noontime for
students involves restricting students from leaving the school premises during
lunchtime. The purpose of this policy is to ensure students' safety and prevent
them from engaging in risky behavior outside of school grounds. The policy may
involve assigning guards to monitor the school exits and prevent students from
leaving. It may also involve providing alternative options for students to have their
lunch, such as setting up a canteen and allowing students to bring their own food.
The effectiveness of this policy depends on proper enforcement and
communication to students about the reasons for its implementation.
Based on the result of the study, the researchers concluded that the policy
has both advantages and disadvantages to the students of Notre Dame of Sto.
Niño, Inc. By keeping students on school grounds during the noon break, it
reduces the risk of accidents or other incidents that could occur if students could
leave campus unsupervised. Additionally, students who remain on school grounds
more likely engaged in productive activities such as studying, socializing with
peers, or participating in organized school events which improves their academic
performance as well as their social skills.
However, due to this policy, students feel frustrated or resentful for they are
not allowed to leave campus during their break time, especially if they are
accustomed to doing so. Additionally, if the policy is not enforced consistently or
fairly, it may create feelings of injustice or favoritism among students.

Ultimately, whether or not implementing a "No Going Out Policy" every

noontime, its effect will depend on a variety of factors such as the specific goals of
the policy, the culture and values of the educational institution, and the attitudes and

behaviors of the students themselves.

RECOMMENDATIONS
Considering the results and conclusions of the study, the researcher
recommended the following:
The school guard should strictly guard the students not to go outside
the school during noontime for their safety purposes.

The school should provide a healthy food in the canteen for the
student so that whenever they don't remember to bring food, they
will not starve and they will become healthy.
The policy should be enforced fairly to the students of Notre Dame
of Sto. Niño for them not to feel injustice or favoritism among other
students.

The students should engage themselves in an activity that could get

rid of their boredom during noontime or they should get some rest
after eating lunch for them to have an active mind when the classes
in afternoon returns.
