Introduction of Democracy

• Democracy is the government of the


people, by the people, and for the people
(Pitkin,2004)”.
• People elect their representatives to
govern them or the citizens govern
themselves

Elections and Democracy

• For the success and progress of democracy,


free and fair elections are prerequisites. Free
and fair elections mean that all citizens have
equal access to the electoral process and
ballots which are secret and free.
• Additionally, fair elections will help citizens to
elect the representatives of their own choice
and if they do not work for the welfare of
citizens than voters can reject them in the next
elections. 6
Eligibility for casting vote
• A person, who is a citizen of Pakistan, is not
less than 18 years of age on the first day of
January of the year in which the rolls are
prepared or revised, is not declared by a
competent court to be of unsound mind and is
or is deemed to be a resident of an electoral
area, can get himself enrolled as a voter in
that electoral area.
• Only citizens registered on the Electoral Rolls
are eligible to cast their votes.

Role of Overseas Pakistanis’

• Nearly 10 million Pakistani nationals residing


in 200 countries hold the National Identity
Card for Overseas Pakistanis (NICOP).
• The Pakistani diaspora, one of the largest
immigrant populations in the world, had
remitted a record $29.4 billion back home
during 2020-21, hence playing a leading role
in boosting the country's foreign currency
reserves.

• According to the Central Bank, the remittance
inflows during FY21 were mainly sourced from
Saudi Arabia ($7.7 billion), United Arab
Emirates ($6.1 billion), United Kingdom ($4.1
billion) and the United States ($2.7 billion).
• The NICOP is a registration document for the
overseas citizens of Pakistan, aged 18 or
above.

Pakistanis’
• Six countries host over 80pc of the 9,906,175
potential overseas voters that include Saudi
Arabia, United Arab Emirates, United
Kingdom, Oman, Canada and the United
States.”
• A little over 58pc of these potential overseas
voters are concentrated in 20 districts that
include Lahore, Rawalpindi, Gujrat, Sialkot,
Gujranwala, Faisalabad, and Karachi. 10

• With 709,821 NICOP holders, district Lahore
has the highest number of potential overseas
voters in Punjab, followed by Rawalpindi with
546,507 and Sialkot with 472,795 potential
voters.
• In Sindh, Karachi Central has the highest
number of voters with 346,960 NICOP
holders, followed by Karachi East and South
with 221,312 and 169,321 voters respectively 11

• In KP, Swat leads the way with 225,764 while
206,600 likely overseas voters belong to
Islamabad.

• 91 NA seats fall in these 20 districts.
• It is evident that overseas Pakistanis; can
contribute significantly in the elections.
• It is also assumed that the ruling party can get
more benefits ( in terms of wining the seats) if
they are given the right to vote in next
election.
