cost sharing system
 Cost sharing is considered as a government loan
program for higher education students to cover
partial cost of teaching and learning. It is
applicable to students who have completed their
studies or withdrawn from a public higher
learning institution.
  Cost-sharing means the present cost-sharing

scheme of the government or government-


sponsored student loan which allows the student
to share the tuition fee and requires them to repay
the full cost of boarding and meal and 15% of the
tuition fee at the time of employment.

 Background
 InHawassa University student cost sharing has been
organized since the university started its function
with 4 colleges: Awassa College of Agriculture,
Wondo Genet College of Forestry, and Dila Teachers'
Education and Health Science College.
 Hu registrar office is responsible for managing the

academic record of students and is committed to


serve students. The student cost sharing started its
function when the universities look off with The
first batch 260 students.
The cost should be as follows :
 Beneficiaries expected to bear 100% of their food
and boarding expenses/costs and at least 15% of
the total direct cost of education.
 Every beneficiary who takes less than 15 credit

hours and above 8 credit hours shall pay the full


cost of his/her food and boarding expenses and
¾ of the 15% of the total tuition fee calculated for
a regular student of his/her department.

 Every beneficiary who takes less than 9 credit
hours and above 5 credit hours shall pay the full
cost of his/her food and boarding expenses and
½ of the 15% of the total tuition fee calculated
for a regular student of his/her department.
 Every beneficiary who takes less than 6 credit
hours shall pay the full cost of his/her food and
boarding expenses and ¼ of the 15% of the total
tuition fee calculated for a regular student of
his/her department.
Statement of the problem

In Hawassa University we observed the student cost


sharing system most of its work is done in manual
system. Manual based documented system takes more
time to find students information. And also needs more
workers, and leads to problem. In this project we
designed a system that can solve those problems,
because the manual system cannot fulfil the need of
the recorder.
So the following problems are listed, it includes that:

 there is no full use computerized system


student information.
 Manual documented system is time taking

than computerized documented system.


 It is not easy to find students data in short

period of time.
 Students’ information recorded document

may be lost

numbers of students are unbalanced with


the Workers recording system.
Existing system.......
 The registrars have a responsibility to control students filled
their cost sharing. This controlling mechanisms working by
human resources so that the registrar workers have a
difficulty to control students not filled the cost sharing yet
because the work to control wants searching of each students
for each department filled the cost sharing loan.
 Generally the current system is boring and wants much

human resources to accomplish a specific work. One licensed


offices pay their cost sharing loan. Then he/she go to cost
sharing offices to validate that whether he/she pay correctly
or not and then go to registrar office to get the student copy
document. This process may not be accomplished in one day
so that the process to get student document is so boring.

 Student: Primary users of the system. When students
come to the campus, first they should be register and
fill cost sharing agreement form then return to the
intended body.
 Cost Sharing Administration Office: Manages the cost

sharing, filling process and prepare reports. At the


beginning of every year, the cost sharing
administration office announces to students to
understand and fill the cost sharing agreement form
about various services like dormitories, cafeteria,
healthcare, educational and calculate the total amount
of birr are clearly specified on the form.

 This proposed system will solve the existing system
problem that has been faced currently. This system is
design and developed in such a way that it will solve all
the pre-describe problems in the existing system that
have been practice in hawasssaUniversity.
 The proposed system will be more flexible and user

friendly for client to access fill cost share without


wasting their time. Proposed system is a system that is
developed to give solution to the current system. The
Application that is going to be developed will automate
the operations in the system. It will be used to manage
and process data recording based on the rule
&regulations of the current working style.

data, capability of organizing all information
in a single client-server system, easy way of
recording and accessing items information by
its well organized user-friendly interface.

fill the cost share on the paper document.
 It reduces the time taken in the manual system.
 This system depend on web based computerized system so that

it will minimize the workload of hawassa university and the


humans power.
 It helps the security and control mechanism of the hawassa

University’s cost share information.

 The working process will be fast, attractive and accurate.
