 What are Concept Papers?
Meaning
• Usually submitted prior to the submission
of a project proposal.
• Provides an overview of the project which
allows stakeholders to have a clear
understanding of the foundations of a
project for the purpose of funding.

Typically answers the following questions:
a) What is the project/research all about?
b) What are the reasons for conducting the said
project/research.
c) How will the research/project will be carried
out?

1. Cover Page

Contains the title and

details about the
proponents
2. Introduction
Contains a short description of
what the concept is all about; the
concept should be introduced
based on the title.
 3. Rationale
• focuses on the gap.
• allows the applicant to state the
purpose
• provides statements addressing the
significance of the project

Includes the project's goals and Operations, or

objectives; functions as the solution to
the problem; includes the project's
methodology (action plan)
