Definition:

 It is a strategy within general community development for the


rehabilitation, equalization of opportunities and social
inclusion of all people with disabilities.

5 Equality :

 All human beings are of inherently equal worth, are entitled to equal
rights and share the same responsibilities.
 One of the aims of a rehabilitation programme should be to stress the
abilities and competence of disabled people, to increase their
responsibilities and rights,
 To strengthen the process of empowerment.

6 Social justice:

 Social justice implies that services and opportunities provided


for disabled people should be at the disposal of all and not be
reserved for a numerically small group among them.
 Social justice further implies that one should not seek to accord
disabled people privileges

7 Solidarity:

 Solidarity should be shown toward those among us who are


dependent and need help - children, the elderly, and those who
have a disability.
 All human beings are dependent on each other during many years
of their lives. Solidarity is one of the main principles of our
societies, without which none of us could survive.

8 Integration:

 All members of the society should join in the mainstream of


community life.
 Integration of disabled people in all aspects of life will, in the
long-term perspective, help them to achieve friendship with
and esteem by others

9 Dignity:

 The final guiding principle is dignity.


 The term "dignity" may be defined as follows: "the quality
that earns or deserves respect."
 All disabled people should live a life in dignity.

10 Inclusion:

 Inclusion of disabled persons in mainstream society is


fundamentally an idea of emancipation.
 This applies to all sectors of society such as the workplace,
schools, hospitals, religious sanctuaries, theatres, banks, sports
clubs and charitable organisations.

11 Empowerment:

 Empowerment is to show persons with disabilities that


they can make choices for themselves and grow in
autonomy.
 Disabled persons also need skills and tools that will enable
them to communicate effectively and to do what is needed
to make use of available services.

12 Sustainability:

 Working for sustainability also includes building stable


partnerships with organisations and programmes that help the
CBR programme achieve its mission.
 Partnerships can be formalised by a written agreement and by
creating a routine of regular meetings to discuss business.

Challenges in CBR
1. Coverage remains limited:
 Only few PWD’s, their families and community actually get benefits
from the CBR program.

2. Inter-agency collaboration is weak:


 The collaboration between government and disabled people organisation
is weak and needs to be strengthen.
 The collaboration is needed for improving QOL and the sustainability of
the program.

Challenges in CBR

3. Sustainability is concerned:
 Community involvement and resource provision to the CBR program is
limited.
 Many of the CBR committees have stopped working because they see
no benefit to being part of the committee.
