HISTORICAL FACTS
Preschool Education in the Philippines

 Spanish Regime – Started formally in grade


one with Christian Doctrine.

 1992 – opening of kindergarten education at


Harris Memorial School Manila.
HISTORICAL FACTS
 1935 - The National Federation of Women’s
Club(NFWC) became the forerunner of
nursery education.

 1940 – The Bureau of Private School had


authorized 129 kindergarten classes.
HISTORICAL FACTS
 The World War II disrupted the growth of the
program to the point of closing almost all school
but a year after the world war demonstrated a
renewed interest in preschool education out of
129 government recognized kindergarten school
in 1940.

 1948 – Harris Memorial School initiated another


big step by obtaining a government recognition to
confer a degree of JUNIOR TEACHER CERTIFICATE
to graduate in kindergarten education
HISTORICAL FACTS
 For a long time, kindergarten was under the
Bureau of Private Schools until 1970’s-1980’s
where the government’s intensified interest
in the welfare of the Filipino child resulted in
the signing of P.D 603 PD 603- known as CHILD
AND YOUTH WELFARE CODE in 1974”

 1995 to 2000- Three reform programs were
initiated in response to the need of rising
numbers of preschoolers: EDUCATION FOR ALL
by CONGRESSIONAL COMMISSION ON
EDUCATION and Implementation of LOCAL
GOVERNMENT CODE

The universal kindergarten program
is among the ten-point education
agenda of former President Benigno
S. Aquino III and envisioned to
prepare the young learners for the
rigors of regular schooling.

“THE KINDERGARTEN EDUCATION
ACT”
• Enclosure to DepEd Order No. 32, s. 2012
RULE I. GENERAL PROVISIONS

• Section 1. Title. – These rules and regulations


shall be referred to as the “Implementing Rules
and Regulations of Republic Act 10157, otherwise
known as the Kindergarten Education Act”.

• Section 2. Declaration of Policy. – These rules


shall be interpreted in the light of the Declaration
of Policy found in the Section 2 of the Act:
RULE I. GENERAL PROVISIONS
• Section 3. Definition of Terms. – For purposes of
this IRR, the following definition of terms is hereby
adopted:
• Section 4. Institutionalization of Kindergarten
Education. – Pursuant to Section 4 of the Act,
kindergarten education is hereby institutionalized as
part of basic education and for SY 2011-2012 shall
be implemented partially, and thereafter, it shall be
made mandatory and compulsory for entrance to
Grade 1.
RULE I. GENERAL PROVISIONS
• Section 5. Medium of Instruction. – Pursuant to
Section 5 of the Act, the Mother Tongue-Based
Multilingual Education (MTB-MLE) method is hereby
adopted. The mother tongue of the learners shall be
the primary medium of instruction for teaching and
learning in the kindergarten level in public schools.
However, exceptions shall be made to the following
cases:

• Section 6. Kindergarten Division. – For
purposes of Section 6 of the Act, the
Kindergarten Division, which shall be under
the BEE, is hereby created. The Secretary of
the DepEd shall have the authority to regulate
the organization, operation and/or
implementation of the kindergarten education
program of both public and private schools.
RULE II. DUTIES, POWERS AND FUNCTIONS
OF THE SECRETARY
• Section. 7. Duties, Powers and Functions. –
The Secretary of the DepEd, through the
appropriate offices, shall exercise the
following powers and functions:

• One of the changes in Basic Education
Curriculum brought about by the new K-12
program is the introduction of Mother
Tongue- Based Multilingual Education (MTB-
MLE) specifically in Kindergarten, Grades 1, 2
and 3 to support the goal of “ Every Child- A-
Reader and A –Writer” by Grade 1.”

– “The state shall hereby adopt the
mother tongue-based multilingual
education (MTB-MLE) Method. The
mother tongue of the learner shall be
the primary medium of instruction for
teaching and learning in the
kindergarten level

Education (MTB-MLE)
• refers to “first-language-first” education
• schooling begins with mother tongue and
transitions to additional languages particularly
Filipino and English
• Addresses the high functional illiteracy of Filipinos
where language plays a significant factor.
• A child’s own language enables her/him to express
him/herself easily. Therefore, it encourages active
participation because understand what is being
discussed and what is being asked of them.
MTB-MLE BRIDGING PROCESS

– Step 1:
• Build children’s fluency and confidence in L1 and use L1
for teaching and learning.
– Step 2:
• Continue L1 as a subject. Introduce L1 literacy and use
L1 for teaching and learning.
– Step 3:
• Continue oral Fluency in L1 as a subject. Introduce oral
L2 and use L1 for teaching and learning

– Step 4:
• Continue oral and literacy in L1 as subject. Continue
oral L2 as subject. Introduce L2 literacy. Use L1-L2-L1
for teaching and learning.

• Continue oral and literacy of L1 and L2 as subjects
MTB-MLE BRIDGING PROCESS

• Second language acquisition in the


MTB-MLE approach should be seen
as a two-way bridge that enables
learner to move back and forth
between their mother tongue and
other languages.
MTB-MLE GOALS

– All children should be literate in their mother


tongues by the end of Grade 1.

– All children should be literate in Filipino by the end


of Grade 2.

– All children should be literate in English be the end


of Grade 3.
THE MOTHER TONGUE LANGAUGES

• There are twelve (19) major languages or lingua


franca that shall be language of instruction. The
major languages are:
– Tagalog - Waray - Sambal
– Kapampangan - Tausug - Aklanon
– Pangasinense - Maguindanaoan - Kinaray-a
– Iloko - Maranao - Yakan
– Bikol - Chabacano - Surigaonon
– Cebuano - Ybanag
– Hiligaynon - Ivatan
