CHT has consistently been taking measures to achieve
refinery standards par international excellence in the field
of Energy Optimization thru following regular activities:

 Energy Benchmarking & Targeting Exercises


 In-depth Energy Efficiency Improvement Studies at sp. sites
 Joint Energy Audits at all sites
 AC on “Fuel & HC Loss minimization & Energy Optimization”
 Annual energy performance analysis & presenting awards
(Jawaharlal Nehru Centenary Awards) .
 Conducting Steam leak / Furnace efficiency & insulation surveys
in refineries during Oil Conservation Fortnight every year (OGCF
Awards)

CHT - R & D efforts
Considering the importance of indigenous technologies in
the Oil & Gas industry, CHT is consistently supporting R
& D activities through following activities:

 Coordinating SAC Meets for approval of R&D Projects

 Sponsoring & of approved Projects

 Review/Monitoring their timely & successful completion

 Assisting in commercialization of technologies / processes

 Filing of Patents for technologies developed

 Channalizing Activities of indigenous R&D Centres

1. Developing oxidative process for diesel


desulfurization
2. Development of Synthetic Aviation Lubricants from
Renewable feed stocks
2. Add-on facilities for development of Trickle Bed
Reactor Technology; Part-I: Large Scale
hydrodynamic studies for distributor and re-
distributor/ quench system
3. Development of Solid Acid Catalyst for Alkylation of
Iso-butane with Alkenes to form Alkylates as Gasoline
Blend

Just over/Ongoing R&D projects

6. Synthesis of Room Temperature Ionic Liquids and to


study their applications for extraction of Sulfur,
Nitrogen & Aromatic compounds from Petroleum
Feedstock
7. Developing a Mathematical Model and simulation
package for gasification of a mixture of Indian coal
and Petroleum coke.
8. Coal to Liquid (CTL) Fuels Technology Development
by EIL-R&D and BPCL-R&D

Projects under Hydrogen Corpus Fund (HCF)
HCF initiated for promotion of Hydrogen as clean
fuel - to assist in developing specific projects
CHT made Nodal Agency for taking up Hydrogen
related activities within Oil & Gas Sector

Two hydrogen projects are under completion

 Hydrogen Dispensing station at Dwaraka , Delhi


 Demonstration on use of Hydrogen CNG blends in
Automotive vehicles

Integrated Refinery Business Improvement
Programme (IRBIP) Phase - I thru Shell GSI

• A program executed to bridge gap identified in the


performance of PSU refineries vis-s-vis global
refineries
• Successfully executed at BPCL Kochi & IOCL
Mathura
• CPCL Manali & HPCL Visakh will be completed by
March 2011
• Cumulative Net benefit of 37.64 M US$ realized

Collaboration with US Trade & Development
Agency (USTDA)
USTDA is a US Govt agency which grant funding to promote
US business as well as economic development of host
countries.
Three projects were executed under USTDA grant
1. Bottom up upgradation project by HPCL
2. Asset Integrity Management project by HPCL
3. Asset Integrity Management by BPCL

New project proposals under USTDA are put up for approval

Quality Giveaway in Pipeline transportation

• CHT organised workshop on “Pipeline Operations and


Quality Management”
• 4 Working Groups constituted by MoP&NG to reduce
Quality Giveaway in pipeline transfers. Based on the
recommendations, a Road Map was drawn by CHT
• Six Task Force were constituted by MoP&NG for time
bound implementation of Road Map
• CHT is coordinating with Task Forces to complete
pending actions w.r.t. implementation of
recommendations

 Prepared detailed compendium on indigenously developed

 Action initiated w.r.t. commercialization of these technologies,
development of engg. Support reqd. and mktg. & acceptability
by industry
 OGCF survey in the area of Furnace/Boiler efficiency &
insulation effectiveness conducted at refineries
 15th RTM successfully conducted at Chennai
 Assessed & compiled refineries NG requirements for supply
from KG basin
 Compiled industry comments on draft national summary report
2010 (by MoEF) on AQM, Emission Inventory & Source
Apportionment study of Indian cities

Organisation of 16th Refinery Technology
Meet
• RTM is organized regularly to showcase the
developments and advancements related to Oil &
Gas Sector industries

• Forum for intimate interaction for dissemination of


knowledge and experience

• Due to advancement of Petrotech-2011 to October /


November 2010 from January 2011, 16th RTM is
deferred to February 2011

EEIS AT NRL & JEA at sites

• CHT along with EIL submitted Technical and


Commercial proposal to carry out Energy Efficiency
Improvement Study at NRL

• Formal acceptance of offer conveyed by NRL.


Expecting award of work shortly

• CHT propose to renew Energy Performance Audit of


Refineries thru Joint Audit Teams constituted with
industry experts

Performance benchmarking of PSU
refineries
• Planning Commission has repeatedly insisted on
Benchmarking of Indian Refineries
• CHT had carried out Performance Benchmarking of PSU
refineries thru Shell GSI for 2003-04 & 2004-05
• CHT proposes to undertake benchmarking of all PSU
refineries on centralised basis for the year 2010
• M/s Solomon Associates is one such known capable agency
to have covered 85% refineries in the world.
• CHT to for global tendering for this exercise

Refinery Performance Improvement Program
(RPIP) under Phase II

• BPCL M, HPCL M & MRPL confirmed participation


in the program.
• Invitation to Bid was issued to 3 shortlisted
parties
• 2 parties i.e., M/s Shell GSI & KBC submitted the
bid
• CHT evaluated the bids along with refineries. M/s
Shell GSI is L1.

Publication of Refinery Best Practices
Compendium
• Each CHT officer adopted refineries for better monitoring
& support

• The objective is to collect and collate information / data


for reference, benchmarking & improvements

• A compendium has been planned to be published


comprising of best refinery practices of each refinery

• Report to be submitted to MoP&NG before end of this year
