Origin of the WEEE problem
– Rapid Evolution of ICT technologies (creation of technical waste) ex CRT TVs
– Limited Regulation on import of Import and sale of second and third hand equipment (brocante)
– Irrational management of WEEE
– Limited and unapplied Regulation of formal WEEE management

The informal methods of recycling or disposal generally involve some form of


combustion to release precious metals, the incomplete combustion releases
toxic fumes of POPS directly into the environment, polluting the air, ground
water and degrades land when heavy metals are released.

• Serious health risks for informal handlers


• Risks inherently linked to poor working methods, manipulation of sharp and heavy objects
causing infections and metal poisoning
• Exposure to released toxic substances notably during combustion to release valuable metals
Recommendations
• Address the problem, by developing and demonstrating a system for
minimising and eliminating WEEE imprint on the environment and
ecosystem, targeting the social and economic consequences and these
actions to be engaged by all stakeholders (Pilot Phase)
• Formalization & rigorous application of a specific body of laws to regulate
WEEE management at municipal, regional and National level (Incremental
Activities)
• Create partnerships for eventual technology transfer to develop CDM of
WEEE for Cameroon, expand to the whole sub-region
• Restriction of WEEE transboundary movements among and within CEMAC

Challenges
•Low Stakeholder awareness on dangers of informal WEEE handling, storage and recycling, and potential toxicity
of unintentional POPs released
•Because of perceived value: strong informal sector, extremely weak formal sector since lack of enforcement
measures.
•Lack of adequate financial and technical capacity to operate more intensive and wider area clean up of the EOL
EEE, especially from households. Households represent a massive collection cost for which pollution producer-
payer responsibility is almost impossible to apply without administrative input, especially in our local context.
These combined factors present a great potential for harm to the biotic and abiotic environment through release
of POPs such as phthalates, dioxins, dioxin-like and furan derivatives during the inefficient incineration of plastics
and possible heavy metal poisoning and respiratory-related illnesses.

implementation of an end-of-life National WEEE Management System based on extended producer responsibility, and application
of BAT/BEP processing technology (Unintentional POPs releases)
