Powers &
Functions of the
Council
RA 11713 - Section 08
(m) undertake, apply and share research related
to teaching and school leadership that shall
serve as a central repository of literature on
teacher education, and conduct, by itself or
through third parties, relevant studies needed
in the formulation of policies and in the
planning and successful implementation of
plans, programs and projects required in
attaining the purpose of this Act.
 Each agencies that
has in this section will

“(n)” Create, reorganize or abolish offices under the
secretariat which shall provide administrative and
technical support to the Council in executing its
policies and programs and form committees which
shall render advise or assistance to the council in
connection with any of the functions stated in this
section.
Agencies should remake, enhance or abolish
the agency under secretariat & gives/provide
supervision and technical assistance for them
create new ideas for the betterment of this
section.
 “(o)” Encourage the establishment of
consortia and other cooperative
arrangements among public and
private TEIs for greater efficiency and
economy in the use of resources.
 Public and Private TEI(Teacher
Excellence Initiative) encourage to
make a consortia & cooperation
working together for the
effectiveness in the use of the
given resources.

 “(p)” Review existing policies and
recommend new legislation and policies in
order to continuously improve, enhance
and strength teacher education and
promote the welfare of teachers and
school leaders.
 Agencies are required to re-
evaluate the policies and
effectiveness. Propose new
legislation and policies in
promoting the efficiency of the
school leaders as well as the
teachers.

 “(q)” Call upon any department
bureau, office, or government
corporation, local government unit
and other concerned agencies for
assistance in areas falling within their
mandate:

 “(s)” Promulgate rules &
regulations & exercise such other
powers and functions as may be
necessary to effectively carry out
the purpose and objectives of this
Act.”
 Rules and guidelines may
put into effect or exercise
the power & functions for
necessity for betterment of
the said objectives of this
Act.
